we will issue the constitution through voting process: Acting PM Gautam



Kathmandu, October 01. Acting Prime Minister and Home Minister Mr. Bamdev Gautam on Wednesday said the Constituent Assembly (CA) will issue the constitution by January 22, if not in consensus, through voting.

Speaking at an interaction program organised by the Reporters’ Club Nepal on Wednesday, the Deputy Prime Minister said the ruling Nepali Congress (NC) and CPN-UML can easily make two-third majority in the CA required for the constitution endorsement.

“We will try our best to reach consensus,” said Gautam, who is also the Vice-Chairman of CPN-UML, “In case it fails, we will issue the constitution through voting process.”, speaking at the program presided by the Reporters’ Club Nepal’s president Rishi Dhamala.

Gautam  claimed NC and UML have already made an agreement regarding the form of governance and federalism to be kept in the constitution.

Gautam also accused the main opposition UCPN-Maoist of bringing an irrelevant issue into the House and obstructing its procedures.
The leader was of the view that the four-point agreement signed among parties on December 24 was an irrelevant issue to raise in the Parliament.

Gautam said the Maoist party is acting against sentiments of the constitution and undervaluing the people’s votes by obstructing the House.

The Minister claimed that ruling parties have already shown a maximum flexibility toward meeting the Maoists’ demand. Now, they cannot agree to make UCPN-M Chair Pushpa Kamal Dahal a permanent coordinator of the HLPC, he added. Gautam, however, appreciated Dahal’s bids to woo CPN-Maoist Chairman Mohan Baidhya for issuing the constitution from CA.
