Parliament approves impeachment against Karki, endorses company act

KATHMANDU, March 14: Recommendations noted in the probe report-2073 BS related to the impeachment motion against the then Chief of Commission for the Investigation of Abuse of Authority, Lokman Singh Karki, were endorsed unanimously by the Legislature-Parliament today.

Impeachment Motion Recommendation Committee member Ram Narayan Bidari presented the report before the House.

The Legislature-Parliament also endorsed the Company (first amendment) Act-2073 BS.
Prior to this, Minister for Industry Nabindra Raj Joshi tabled a proposal at the meeting, seeking discussions on the bill with the attachment of a report of Industry, Commerce and Consumer Welfare Committee to it.

In his response to issues raised during the discussions, Minister said the bill incorporated the provision of scrapping the registration of those companies that are not in operation. It has ensured the online registration of industries and payment.

Besides, the telecommunications companies having more than Rs 50 million investment shall be transformed into a public company and at least one woman member should be on the board of directors of such companies.

The amendment to the Act will help create atmosphere to investment.

In the discussion, lawmaker Prem Suwal insisted on a policy of State intervention to utilise the increasing privatization to the interests of the people.

The meeting also accepted a proposal tabled seeking consideration on the bill relating to additional conditions for remuneration, facilities and services to the Chief Justice, Supreme Court judges, and judges of the High Court and District Courts, 2073 BS. The proposal was accepted by a majority.

Minister for Law, Justice and Federal Affairs Ajay Shankar Nayak presented the proposal. Taking part in the deliberations over the proposal, Prem Suwal, Ramnarayan Bidari, Pratiksha Tiwari Mukhiya and Krishna Bhakta Pokhrel said the bill intended to underestimate the prestige of an independent judiciary and judges, and it should be revised.

The bill was brought without much preparation, they said, adding the bill should also guarantee security of the court and judges as well.

In response, Minister Nayak said the House will widely discuss about the bill at a time of clause-wise deliberations on it, urging the House to give permission to take it ahead for further process.

Also the bill relating to State facilities to former office-bearers was accepted by a majority.
Minister for Law, Justice and Federal Affairs Ajay Shankar Nayak presented the proposal on behalf of the Deputy Prime Minister and Minister for Home Affairs.

Responding to lawmakers’ queries over the bill, Minister Nayak said the bill was introduced to the House as a respect to former office-bearers in recognition of their contribution to the nation and people.

A final decision regarding the bill will be taken only after evaluating the capacity of State coffer, making necessary law to make it systematic and revising the bill, he said.

The Legislature-Parliament shall meet again at 1:00 pm tomorrow, March 15.
