PM Oli has not yet agreed upon constitutional amendment which has disgruntled the Deputy Prime Minister Upendra Yadav and Dr Babu Ram Bhattarai. The parties main agenda was to have the constitutional amendment bill tabled at the parliament in a jiffy, but apparently things seem to go otherwise.

According to PMO sources Federal Affairs Minister Bhanubhakta Dhakal has briefed the Prime Minister to this regard about absolute discontent within its coalition members from the Samajwadi Party led by DPM Yadav.

Dr. Bhattarai, who is the Chairman of the Federal Council of the Samajwadi Party, has been salient regarding the issue, and has been applying pressure to Yadav to pull out of the existing coalition.

This has escalated to a point where crucial constituents have been largely dissatisfied which include a large population of Madhes. A prolonged year with the government and the amendment is not in sight. Earlier the Rastriya Janata Party Nepal (RJPN) had withdrawn its support to the government for its failure to keep its promise of amending the constitution.

The amendment includes demarcation, citizenship and identity rights for the people of Madhes where most of them are economically backward. The RJPN also accused the government of not withdrawing cases filed against those arrested during the Madhes movement and neglected on medical treatment of those individuals injured during the protests.

RJPN had dropped its support to the government just hours after the District Court of Kailai convicted their parliamentary representative Resham Lal Chaudhary in the gruesome killing of Senior Superintendent of Police (SSP) Laxman Neupane and seven other security personnel along with a two year old girl child, in Tikapur back in 2015.

GORKHA, May 9: Naya Shakti Nepal’s coordinator Dr Baburam Bhattarai has said the budget for the next fiscal year should be brought on May 29, the date set by the Constitution for presenting the budget.

The former Prime Minister who also once headed the Ministry of Finance when he was with the then UCPN (Maoist) was of the view that the second-phase local-level election be held before the budget announcement.

Talking to media persons amidst his election campaign at Paslang of Gorkha Municipality today, he said politics of power sharing had pushed the country to a chaos and defeated the democracy.

He further accused the government and ruling parties of promoting hooliganism on the eve of the election instead of focusing their attention to make the election free and impartial.

On a different note, he said Federal Socialist Forum Nepal and the Naya Shakti would sit for discussions regarding the integration between two parties after the first-phase of local level election to be held on May 14. RSS

Birendranagar: Two bombs have been recovered in Surkhet’s headquarters Birendranagar this morning. The bombs were planted at the main market of Birendranagar coinciding with the visit of UCPN (Maoist) leader Dr Baburam Bhattarai here for an election campaign. The bombs have been planted by the poll-opposing outfits when Dr Bhattarai was en route for the airport.  A Bomb Disposal Team of Nepal Army has diffused the bombs. The Police said that investigations into the case are underway.
Meanwhile, CPN-Maoist has called bandha in Surkhet protesting the visit of UCPN (Maoist) chairperson scheduled for tomorrow and the arrest of its leaders and cadres.
The market has remained shut and the transportation has come to a halt from the early morning due to the bandha.

Earlier, Police had filed a case against CPN-Maoist Surkhet deputy-secretary Ishwor Bhakta Sunar, CPN-Maoist aligned All Nepal Teachers Association district chairman Ragbir Biswokarma and party’s district committee member Hari Lal Maharjan on the public offence for inflicting violence.

KATHMANDU: Leader of the UCPN-Maoist Dr Baburam Bhattarai has said as the country has already headed to holding the Constituent Assembly election, none could obstruct it.

Addressing a cadres’ orientation at Chapagaon of Lalitpur district on Sunday, he said those boycotting election would be boycotted by the Nepali people.

He argued that the first CA failed to bring constitution due to the strife between the progressive and regressive forces.

On the occasion, district coordinator of the party, Hari Dahal said both government and political parties need to create favourable atmosphere for election.

BANEPA: Unified CPN (Maoist) leader and former Prime Minister Dr. Baburam Bhattarai has said that it was not possible to forge consensus with the poll opposing parties to the effect of postponing the date for the Constituent Assembly (CA) election.

Speaking at an interaction on ‘ Federalism, Identity, and Capability’ organized by the UCPN (Maoist) in Banepa, former Prime Minister Dr. Bhattarai said the parties could be flexible but it was not possible to postpone the date of the CA election scheduled for November 19.

To talk of seeking the alternative to election would mean pushiong the nation towards uncertainty, said Bhattarai. He added that it was to dishonor the martyrs and families of the people disappeared during the insurgency.

He claimed that the Nepali Congress and CPN (UML) were against the federalism, saying that federalism without identity has no meaning at all. It was not possible to imagine of a unitary governance system as there was no majority of any ethnic group in the country, said Dr. Bhattarai.

KATHMANDU: UCPN- Maoist leader Dr. Baburam Bhattarai has said that there was no truth on the rumor that he quitted the vice chairmanship of the party due to an internal dispute of the party.

Talking to central office-bearers of the All Nepal National Independent Students Union- Revolutionary at his residence Sanepa to pile pressure to withdraw his decision of discarding the post, Bhattarai said he discarded the post to maintain rule of law in the party and to prove that the greed of post is not good in politics.

Bhattarai said that there was no any dispute in the party and he was ready to fulfill any responsibility of the party, said Vice Chairman of ANNISU – Revolutionary, Jagrit Rayamajhi, quoting Bhattarai.

He also clarified that there would be a special contribution from his side to make the party united and disciplined.

Central Committee of ANNISU – Revolutionary submitted a memorandum to Bhattarai urging him to withdraw the decision of quitting the post.

KATHMANDU: UCPN (Maoist) leader Dr Baburam Bhattarai, who resigned from the post of Vice-chairman recently, has rejected the offer of senior leader too proposed by party Chairman Pushpa Kamal Dahal ‘Prachanda’.

A source said that Prachanda proposed Bhattarai to accept the post of senior leader in the party by inviting the latter at his (Dahal’s) residence in Lazimpat this morning.

In response, Bhattarai gently rejected the office stating that he would support the party chairman even without remaining in the post.

During the meeting, the leaders also discussed the ways to make the upcoming extended meeting scheduled for July 19.

KATHMANDU: The UCPN (Maoist) has decided to call an extended meeting for July 19 to discuss the party portfolio divisions as the ongoing central committee failed to reach an understanding on the Nepal’s largest political parties, mostly dominated by former rebel leaders.

Party General Secretary Posta Bahadur Bogati proposed to summon the meeting for July 19.

The Maoist party has taken a new turn after the resignation of party vice-chairman Dr Baburam Bhattarai on Saturday.

According to party spokesperson Agni Prasad Sapkota, the CC meeting agreed to summon an extended meeting realizing the need of going through a new process for developing new organizational structure of the party.

Party office-bearers, former standing committee members, bureau in-charges and state coordinators attended the meeting and agreed to for an extended meeting.

Party Chairman Pushpa Kamal Dahal said the July 19 meeting would resolve disputes concerning the organizational issues and take the party’s image to a new height, according to Sapkota.

Although the party’s Hetauda convention had come up with a new course of action, the party felt the necessity of giving a new structure to the organization, spokesperson Sapkota added.

Similarly, party Vice Chairman Dr Baburam Bhattarai reasoned that his announcement to resign from the post was to prevent the party from plunging into a parliamentary trap. Post was not important in the Communist party, he said, adding his decision was to maintain the image of Communism in the party, said Sapkota quoting Dr Bhattarai.

However, Chairman Pushpa Kamal Dahal Prachanda and some other influential leaders have been continuing their bids to convince Dr Bhattarai and back from his resignation announcement.

The central committee meeting to held today is expected to take a final call on Bhattarai’s resignation.

Meanwhile, some leaders close to Bhattarai including Devendra Poudel, Khimlal Devkota and others have claimed that Bhattarai did not resign from the post but just tried to teach lessons other power hungry leaders that post was not more important in a communist party.
