KATHMANDU, July 16: The Parliamentary Hearing Special Committee (PHSC) has unanimously endorsed the name of Gopal Parajuli for the post of Chief Justice of Nepal on Sunday.

Parajuli’s name was recommended for the post by a meeting of Constitutional Council on June 30.

President Bidya Devi Bhandari will administer Parajuli oath of office and secrecy before he will officially take charge of the top judicial post.

Parajuli had been serving as the acting Chief Justice since the retirement of Sushila Karki on June 7.

KATHMANDU, June 19: The Constitutional Council (CC) has failed to recommend Chief Justice at the Supreme Court after the main opposition CPN-UML Chair KP Sharma Oli asked for some time to study about the qualification controversy of Gopal Parajuli.

Parajuli, who is the most senior justice, was picked by the Prime Minister Sher Bahadur Deuba from a roaster of six recommended justices eligible for the position from the Judical Council.

Oli, who is also a member of the Council as the main opposition leader in the House, during a meeting of the CC, had objected over Parajuli’s date of birth.

As the ruling parties and opposition stood at the odd, the CC could not recommend any names for the position.

Parajuli is currently serving as the acting Chief Justice after Sushila Karki’s retired on June 6.

KATHMANDU: Nepal’s apex court on Monday issued directives to the Chairman of Interim Electoral Council Khilaraj Regmi for not executing any task by assuming the power of Chief Justice.

Though Regmi has been leading the IEC as per the political understanding between political parties, he has not resigned as Chief Justice of the Supreme Court which he plans to rejoin after a political government is formed by holding CA elections.

A single bench sitting of supreme court justice Girish Chandra Lal imposed such restriction upon Regmi while responding to writ petition filed by advocate Dr. Chandra Kant Gyanwali.

In the petition Gyanwali had urged the court to restrict Regmi from addressing himself as the Chief Justice until he is chairman to the IEC and also for restricting him from performing any role in the capacity of Chief Justice.

KATHMANDU: Resolving the ongoing political stalemate in the nation, Nepal’s Chief Justice Khilaraj Regmi on Monday clarified that he was ready to lead the electoral government as proposed by political parties.

During his talks with senior leaders of major political parties on Monday morning, CJ Regmi had offered such a promise dispelling rumours that he would act against the request of politicians.

However during the meeting, Regmi had hinted towards waiting for Supreme Court’s hearing on a petition filed against Regmi’s leadership of the electoral government.

While exiting the meeting, leaders had some reservations against the success of their plan to form the electoral government in Regmi’s leadership considering the impending verdict of the apex court on the petition.

But they did not had to wait long. Breaking its silence on the issue, the Supreme Court organised a press conference later today and announced that CJ Regmi would head the electoral government.

A press release issued on the occasion, stated that CJ had taken the decision after duly considering the need to resolve ongoing constitutional and political crisis in the country.

The release has further claimed that future course to materialise the political understanding will be decided after considering the understanding reached at the political level, resolution of legal and constitutional hurdles, and by highly prioritising rule of law.

KATHMANDU: In an attempt to form electoral government in the leadership of Chief Justice Khilaraj Regmi, senior leaders of major political parties have agreed to make suitable amendments.

A meeting of senior leaders of four major political parties held in the capital on Tuesday evening decided to make appropriate amendments to the nine point deal of electoral government reached between them on Monday night.

The decision came as a response to the CJ Regmi’s denial to take over the responsibility citing dissatisfaction with some provisions in the nine point agreement.

Before the discussions, PM Baburam Bhattarai had briefed the senior leaders about the CJ’s demands.

During the day time, CJ and the PM had held discussion on the same issue. After discussion on the issue, major parties have given the responsibility to discuss specific details with the CJ to senior leaders of the four parties.

KATHMANDU: After a week long intense discussion, Nepal’s major political parties formally agreed to form electoral government under the leadership of incumbent Chief Justice Khilaraj Regmi.

Senior leaders of major political parties- UCPN Maoist, Nepali Congress, CPN UML and Madheshi Morcha- took the decision as recommended by the inter-party 8 member task force former earlier to draw the modality of the electoral government among other issues.

As per the understanding reached between them in presence of the President, the electoral government will comprise of 11 apolitical members.

Though the CA election date has been fixed for June 14, parties have agreed to hold further discussions on it on Tuesday and finalise it along with other issues including formation of a high-level political mechanism to guide the election government, capacity of the CA, voters’ list among others.

Emerging from the meeting, Nepali Congress senior leader Sher Bahadur Deuba and Maoist Vice Chairman Narayan Kaji Shrestha said that tomorrow’s meeting will address the remaining issues.

The meeting has been scheduled at 3 pm tomorrow.

KATHMANDU: Nepal’s major political parties failed to resolve all outstanding issues surrounding the formation of electoral government despite late night discussions cum dinner at the President’s residence.

Sources in knowledge of the discussions held between the senior leaders of the political parties informed that the talks remained inconclusive after the ruling Maoist stressed on including the formation of Transitional Justice Mechanism bill in the electoral government package deal.

The Maoist had questioned the intentions of opposition parties and the President himself stating that President’s denial to endorse the TJM bill while endorsing other bills had forced them to suspect the intentions behind it.

Following the demand, the four party task force assigned with the role to prepare action plan to form electoral government had failed to come up with a report for the senior leaders to endorse.

The meeting has been postponed till noon on Monday. The recommendations endorsed by the task force will be discussed with Chief Justice and if endorsed will pave way for the formation of an electoral government in CJ’s leadership.

KATHMANDU: Nepal’s Chie Justice on Sunday shocked political parties at a top level meeting held at the President’s residence by forwarding his four conditions to lead the electoral government.

During the meeting attended by senior leaders of four major political parties- UCPN Maoist, Nepali Congress, CPN UML and Madheshi Morcha, – and President Ram Baran Yadav, CJ Khilaraj Regmi forwarded his own terms to lead the electoral government as proposed by the parties.

Of these four conditions, Regmi asked for the incumbent Prime Minister to stay out of the proposed high level steering committee that is supposed to look after the government’s activities and provide it political support.

Secondly, Regmi demanded that the politician involved steering committee should not interfere into day to day affairs of the electoral government giving it space to act on its own accord.

Thirdly, Regmi denied to lead the government if parties fixed a date for CA elections. He asked political parties to give the authority of fixing the election date to the electoral government itself.

And in the fourth condition, Regmi demanded that the participants of the electoral government’s cabinet should all be apolitical.

During the meeting, knowledgeable source further informed that the Regmi expressed his dissatisfaction for all the rules and restrictions that political parties were trying to impose upon him.

Additionally, he also asked for guarantee from the political parties that they would go for election on the said date if he had to lead the electoral government.

KATHMANDU: In a bid to end ongoing political status quo, Nepal’s senior leaders of four major political parties have assembled at the President’s place along with Chief Justice Khilaraj Regmi.

Party leaders are reported to have called on the Chief Justice to discuss the details of the package deal that, among others, provisions the formation of electoral government in the Chief Justice’s leadership.

The meeting facilitated by the President himself, is expected to come up with a resolution tonight. After discussing the issue with the Chief Justice, party leaders will hold separate meeting among themselves and make appropriate amendments in the report prepared by the task force.

Earlier major political parities had formed a task force to prepare a report by including issues related to the authority and mandate of the CJ led government, process to resolve constitutional and legal hurdles to hold CA elections, date for holding CA elections, tenure of the electoral government, formation and function of the political party mechanism to steer the electoral government, among others.

Meanwhile Prime Minister Dr Baburam Bhattarai has expressed hopes that political parties will finalise the deal tonight,.

SINDHULI: Vice Chairman of CPN Maoist C P Gajurel has accused ruling Maoists of handing over state reigns to India. Terming UCPN Maoist Chairman Pupsa Kama Dahal and Vice Chairman and Prime Minister Baburam Bhattarai as anti-nationalist, Gajurel said that his party has blacklisted them along with NC President Sushil Koirala and Jhalnath Khanal.

Stating that Dahal and Bhattarai topped their blacklist, Gajurel said that Koirala and Khanal followed the duo in the blacklist for betraying their nation.

Lashing at the parties for appointing a bureaucrat as the Prime Minister , he satirised that political leaders should give up politics and should opt for sainthood.

He claimed that forming electoral government in the Chielf Justice’s leadership was a conspiracy to hand over the nation in the hands of India.
