KATHMANDU, Sept 5: The draft bill on the Federal Civil Service registered in the Cabinet would not do well for the entire bureaucracy, said participants of a program on Wednesday.

The participants of an interaction program organized by Nepal Civil Service Employees’ Union demanded the draft bill be taken back. Inaugurating the program, former Prime Minister and Nepali Congress President Sher Bahadur Deuba accused the government of trying to force the committed bureaucracy to work to the favor of party. “The Congress strongly believes that bureaucracy should work without being committed to any political party.” He added that the party would fight against such policy. Leader Deuba took the time to express his concerns over ‘growing government intervention’ in judiciary and administrative sector.

NC leader Krishna Prasad Sitaula claimed that the government activities had made the people disappointed. Former minister Shankar Bhandari and NC leader Kamala Panta said federalism was maiden practice in the context of Nepal and some challenges had been felt in its implementation, calling on employees to lend support to make it successful.

Punya Prasad Dhakal, president of Official Trade Union of Civil Service; Nepal Civil Service Employees’ Union former general secretary Jeet Bahadur Kandel; former presidents Subodh Kumar Devkota and Shobhakar Regmi and current president Gopal Prasad Pokhrel demanded the withdrawal of the document immediately, citing their strong reservations to some provisions incorporated in it.

On the occasion, leader Deuba honoured Union former vice president Rudra Khanal with a cash prize of Rs 51,000 in recognition of his contribution to the Union. RSS

KATHMANDU, Sept 20: The Ministry of General Administration has concluded the first phase of civil servants transfer process. Under this process, 1,424 civil servants have been transferred, said section officer at the Ministry’s administration section Lilaraj Kafle.

The transfer has been made, to various ministries, and sectors like the Ministry of Federal Affairs and Local Development, taking into account the urgency, and this is not the regular process to transfer civil servants, he said.

According to the Ministry 117 under secretaries, and 80 officers have been transferred to Ministry of Local Development.

Others include 766 non-gazetted first class officers, and 461 non-gazetted second class officers. All the transferred bureaucrats have received transformation letters, said Kafle.

The Ministry was preparing to send additional civil servants to local levels if needed, he added. RSS
