KATHMANDU, Aug 21: The constitution amendment proposal has failed to get endorsed through the parliament as it could not gain two-thirds support in its favor.

The amendment proposal, which was presented at the parliament on Monday, failed to get endorsed after the opposition parties voted against it.

Although, the ruling parties Nepal Congress, CPN (Maoist Center), Rastriya Janta Party Nepal and some other parties had voted in support of the bill, it failed since it was short of 48 votes.

The main opposition party UML, including Kamal Thapa led Rastriya Prajatantra Party, Nepal Workers and Peasants Party, Rastriya Janamorcha and some other smaller parties had voted against the bill. Pashupati Shumsher JB Rana led Rastriya Prajatantra Party (Democratic) was not present during the voting process.

The proposal required 395 votes in support to gain two-thirds majority at the parliament. However, only 347 votes were cast in favor of the amendment proposal, while 206 votes were cast against it.

KATHMANDU, Aug 21: Nepali Congress leader Bimalendra Nidhi has appealed for support to the constitution amendment bill tabled in the parliament.

Taking part in today’s meeting of the Legislature-Parliament, leader Nidhi urged all to garner support from all parties to the constitution amendment bill.

Similarly, CPN-UML lawmaker Yagya Sunuwar said his party would not support the amendment proposal brought by the government at a time when the country is facing problems due to landslide and flood. He said the UML would stand against the constitution amendment proposal.

Likewise, Amanlal Modi of CPN (Maoist Centre), said that all parties should stand in favor of constitution amendment proposal as it was brought in favor of the suppressed people.

Rastriya Janata Party-Nepal leader Sarbendranath Sukla said that the RJPN would support the constitution amendment proposal with a belief that it would help establish peace and move the country ahead.

Leader Ashok Rai, also of the same party, said only the general issues raised by the agitating parties would be addressed.

President of Rastriya Janamorcha Chitra Bahadur KC expressed the view that the constitution amendment would be appropriate only after holding extensive deliberations at the provincial level after the completion of election at all the three tiers.
CPN-UML’s Prem Giri said the amendment introduced to recognize a foreign language as national language is not acceptable at any cost.

NC’s Pradip Giri said the parliament should not only be used as a forum for making governments but also to inform the people on the burning issues of the nation.

KATHMANDU, Aug 16: The Constitution Amendment Bill (second amendment)-2073 is being tabled in the Legislature-Parliament today.

Minster for Law, Justice and Parliamentary Affairs Yagya Bahadur Thapa is scheduled to table the bill in a bid to bring on board the disgruntled Madhesh-centric political parties.

Prior to submitting the proposal, Minister Thapa will table the proposal for clause-wise discussion on the Bill. Thereafter, a proposal seeking amendment to Constitution Amendment Bill (second amendment)-2073 would be tabled.

The Rastriya Janata Party (RJP), a union of six Madesh-centric political parties formed recently, had been protesting some disputed issues in the new constitution such as language, delineation of federal provinces and citizenship among others.

The ruling parties and opposition have been putting differing views concerning the constitution amendment. While the ruling parties, Nepali Congress and CPN-Maoist Centre and other fringe parties, have been pressing for revision in the new national statute, the opposition-CPN-UML and some others are dead against it linking it with issue of nation and nationality.
