KATHMANDU, March 16: The ruling parties CPN-UML and CPN (Maoist Center) have prepared the final list of the ministers to be inducted into the cabinet on Friday.

Prime Minister K P Sharma Oli, after a meeting with party leaders, finalized the names of UML leaders.

According to sources, UML Secretary Pradip Gyawali will get Ministry of Foreign Affairs, Secretary Gokarna Bista will handed the responsibility of Labor and Employment and Rabindra Adhikari will head Tourism Ministry.

Likewise, Raghubir Mahaseth will get Physical infrastructure, Sher Bahadur Tamang will get Law and Gajat Bishwokarma will get Youth and Sports Ministry.

Also, Gokul Baskota will be State Minister of Information.

The meeting has also decided to hand Federal Affairs and General Administration Ministry for Lal Babu Pandit. Pandit was given the Ministry for Population and Environment.

Meanwhile, CPN (Maoist Center) have also finalized the name of five ministers.

Bina Magar has been recommended for Minister for Drinking Water. Magar is the daughter-in-law of Maoist Chairman Pushpa Kamal Dahal.

Likewise, Barsa Man Pun will get Ministry of Energy and Water Resources, Giriraj Mani Pokhrel will be handed Ministry of Education and Shakti Basnet Ministry of Forest.

Also, Chakra Pani Khanal will head the Ministry of Agriculture. Khanal was the Dahal chief political advisor during his stint as Prime Minister.

The new ministers will be sworn-in at 4 pm today.

KATHMANDU, Jan 19: CPN-UML and CPN (Maoist Center) has reached a seven-point agreement on Monday.

A meeting of the party unification coordination committee held till late evening at prime minister’s residence, Baluwatar finalized the seven-point agreement terming them as the primary bases for the party unification.

Prime Minister and UML Chair KP Oli, UML leaders Jhala Nath Khanal, Madhav Kumar Nepal, Bamdev Gautam and Ishwor pokhrel and Maoist Center Chair Pushpa Kamal Dahal ‘Prachanda’, leaders Narayan Kaji Shrestha and Ram Bahadur Thapa signed the agreement.

The two parties have agreed to name the proposed united party as Nepal Communist Party. Likewise, party’s directorate principle will be Marxism-Leninism, according to the agreement. Also the it has been stated that UML’s ‘People’s Multiparty Democracy’ and Maoist Center’s ‘Maoism’ and ‘21st century Democracy’ can be modified as per the need and the next General Convention will be summoned as Unity General Convention.

However, no deal on proposed party’s chairmanship, rotating premiership and allocating ministries and key posts have been cleared yet.

The party has expelled them from party’s general membership. Sending a letter to province no 6 on Thursday, the party headquarters cancelled general membership of party’s politburo members—Umakanta Sharma, Chhakka Bahadur Lama and Bhim Prakash Sharma, who had filed their candidacies against the official candidates of the left alliance.

KATHMANDU, Nov 7: The left alliance has pledged to run a ship carrying the Nepali flag in the international waters by exercising the right to sea as a landlocked country.

This has been pledged in the manifesto released on Tuesday by the left alliance in view of the November 26 and December 7 elections to the House of Representatives and State Assemblies.

Unveiling the manifesto, CPN-UML Chair KP Sharma Oli expressed the determination to run a ship owned by landlocked Nepal at any cost.

The manifesto also promises to expand and upgrade the Tribhuvan International Airport, build the a modern international airport in Nijgadh within five years, complete the upgrading of the Gautam Buddha airport in Bhairahawa and Pokhara airport within three and five years respectively.

The alliance that brings together the UML, CPN (Maoist Center) and other fringe communist parties also pledges to carry out feasibility study for internal and external water way in Koshi, Gandaki and Karnali rivers and in high-dam water reservoirs.

Likewise, under the heading, ‘water in arable land : investment in irrigation’, the manifesto pledges to enforce modern irrigation system in all the arable land in the country in five years and accelerate the construction of the ongoing projects like Tamor-Morang diversion, Sunkoshi-Kamala and Kaligandaki-Tinau diversion.

The alliance incorporates other initiatives as construction of dikes among the rivers in the Chure and Mahabharat area, power generation, irrigation and fishing, artificial lakes and ponds with rainwater harvesting, solar energy to promote irrigation, promotion of pasture, guarantee of five million tourists in ten years, establishment of tourism university and tourist guide trainings, construction of cable car and mono-rail.

Moreover, the alliance’s lofty plans are at least one industrial sector in each province, establishment of industries to ensure one million jobs in ten years, special tax cut in water, industrial village in each local level, exploration of mines, processing, production of clothes for the uniforms of Nepal Army, Nepal Police, Armed Police Force, civil servants, doctors and health workers, teachers and students, production of medicines.

The major left parties are for gradually cutting the reliance on foreign aid.

On the occasion, Maoist Chairman Pushpa Kamal Dahal announced that the manifesto was prepared with the aim of creating solid base for economic prosperity. It has aimed at ensuring per capita income of Rs 5,000 dollars in coming five years, he added.

According to him, various development experts, economists, sociologist and some former chairpersons of the National Planning Commission had provided inputs to the manifesto.
Free internet would be provided to all government facilities, while the foreign investment in media would be discouraged, mentioned the manifesto.

TAPLEJUNG, Nov 5: CPN-UML Chair KP Sharma Oli has claimed that the leftist alliance would garner majority in the upcoming elections to the House of Representatives and Province Assemblies scheduled for November 26 and December 7.

Addressing an election campaign of leftist alliance held in Phungling of Taplejung, a part of the Province no 1 on Sunday, he urged voters to be confident of victory of the leftist alliance in the elections and formation of a permanent government under its leadership after the polls.

He further said that the electoral alliance forged between the UML and CPN (Maoist Center) was the base for unification between them. The declaration of party unification would take place after the elections.

Though both parties are taking part in the elections with different symbols, they are already in the mission of party unification, according to him.

Stating that it was party weakness that it failed to give a space for people’s representatives from the district in the party-headed governments in the past, the former prime minister said, “Party secretary and publicity department chief Yogesh Bhattarai who is competing in the elections to the House of Representative will be given opportunity to serve as the minister of Province no. 1.” RSS

HARI LAMICHHANE, KATHMANDU, NOV 5: The CPN-UML and CPN (Maoist Center) have expressed the commitment of making the country self-dependent on basic food grains, fish, meat and milk within two years.

The joint manifesto of the leftist alliance for the election to the House of Representatives and State Assemblies reads, “A huge investment shall be made in production by discouraging the plotting of fertile land.”

The manifesto has also incorporated a plan of developing super zone, block and pocket area through modern agro firms.

All Nepal National Independent Student Union (Revolutionary), General Secretary, Uttam Adhikari, said that the party has directed to go to door steps of the people along with the commitment of implementation of seed protection program.

Similarly, industrialization of agro production and development of modern industrial cities based on agro market at different areas are also included in the manifesto.

Integrated Service Centers will be established while the leftist alliance plans to establish required number of vocational and training school, college and training centre for the development of human resources.

Likewise, cold stores would be built in mountainous area which would be linked with highways and chemical and organic-fertilizer required in agro production would be produced in the country, reads the manifesto.

The manifesto reads, “Nepal will be declared as organic country within next 10 years.”

COMPLETE IRRIGATION IN FIVE YEARS
The alliance has also pledged to reach irrigation facilities to all arable land in the country within five years, and to move ahead with large irrigation projects for the same.

Likewise, dam would be constructed in the river flowing from the Chure and Mahabharat region to be used for flood control, power production, irrigation and fishery. Rainwater harvesting will be carried out to store water in small and big ponds to be utilized for forest fire control and for livestock.

KATHMANDU, Oct 14: CPN (Maoist Center) Chair Pushpa Kamal Dahal ‘Prachanda’ has congratulated lawmakers for their effective role in drafting the Nepal’s constitution, the historic achievement of the Nepali people.

In his address to the party parliamentary meeting Saturday at the parliamentary office, Singha Durbar, he said the almost all works related to the constitution were completed during the Maoist leadership and the same constitution had taken the country to a new political era.

“The constitution would not be drafted in the absence of the Maoist leadership towards that end, provisions for inclusive and proportional representation would not be ensured without the effective presence of the party in the constitution writing; that’s why despite having the position of the third party in the House, the party has been successful, and on the ground of same success, the party feels its responsibility for making the upcoming elections to the House of Representatives and State Assemblies successful.”

Underlining the need of the both elections to implement the historic constitution drafted from the Constituent Assembly, he expressed his hope that the both elections would take place within the scheduled dates.

The process for party unification and collaboration among the Communist parties was initiated bearing in mind its need for the country, he said, urging the party cadres to gear up creating election atmosphere in the grass root level. RSS

KATHMANDU, Oct 11: The CPN (Maoist Center) and the CPN (United) have announced unity on Wednesday.

During a program organized in Kathmandu, Maoist Center Chairman Pushpa Kamal Dahal and CPN (United) Chairman Ganesh Saha signed in a joint press statement mentioning the party unity.

Addressing the program, Chairman Dahal said bandwagon of the coming together of the leftist and communist forces would help accomplish the socialist revolution.

“There is two-thirds mandate of the leftist forces in Nepal. If it is unified, the model of the socialist revolution could be developed,” he underscored.

Chairman Dahal further said the series of unity is a grand debate, which helps pave way for socialism. “I’m in the campaign of making a comprehensive communist party along with the coming together of the CPN-UML.

Chairman of CPN (United), Saha said the central committee meeting of his party held on Monday and Tuesday had unanimously decided to be united with the Maoist Centre.

“Not a division, but unity among the communists is imperative to end feudalism in Nepal,” he argued.

KATHMANDU, Oct 10: The CPN (UML) and CPN (Maoist) which recently along with the Nayashakti announced the electoral alliance for the nearing elections to the House of Representatives and State Assemblies have decided to develop common agenda for the National Assembly election.

A meeting held between the two parties at the UML’s parliamentary party office in Singha Durbar today discussed the issues relating to the formation of the National Assembly and its model.

Senior legal practitioners and former Attorney General were also present in the meeting.

The meeting focused on the discussions about whether adopting the majority electoral system or single transferable vote in the National Assembly election.

Talking to media persons following the meeting, lawmaker Ramnarayan Bidari confirmed the discussions about the formation of the National Assembly and electoral process in the two parties’ meeting.

In the meeting, top leaders of both parties exchanged views on constitutional arrangements for the National Assembly election and coping with adversities seen towards that end.

Following the forging of the electoral alliance among the UML, Maoist Center and the Nayashakti, the major ruling party Nepali Congress has expressed its views to go with the formation process of the National Assembly on the basis of single transferable vote.

The Constitution has guaranteed the formation of a 59-member National Assembly and among them, 56 shall be appointed through the election while three enter there through the nomination.

Likewise, during the meeting, top leaders of both political parties held consultations with the legal practitioners regarding the government preparation to remove ministers from the Maoist Center or expanding the size of the Cabinet. Legal practitioners were of the view that the government lacked legal ground to reshuffle the government when the election code of conduct is already into force and due to other constitutional and political reasons.

UML chair KP Sharma Oli, UML vice chair Bamdev Gautam, parliamentary party deputy leader Subas Nembang and former law minister Agni Kharel were present in the meeting. Likewise, Maoist Center Chair Pushpa Kamal Dahal and leader Narayan Kaji Shrestha represented the party in the meeting where former Attorney General Raman Kumar Shrestha was also summoned. RSS
