While briefing party members of the recently concluded General Convention at the party head office in Kathmandu today, Prachanda said that the CPN-Maoist were also serious on issues of peace and constitution drafting.
“The rumor that we have deflected from peace and the constitution drafting process has been pervasive in the bureaucratic circle. This is misleading. As a co-signer of the Comprehensive Peace Process, there is no possibility on my part to foil these processes. We are working with commitment for concluding these processes and the CPN-Maoist is also committed to it, said Prachanda on the occasion.

On the occasion, Prachanda also said that the nominations made for the central committee in the general convention were agreed by Vice Chairman of the party Dr. Baburam Bhattarai too. He expressed confidence that the 52 members that will be nominated by the party in the committee will have participation from Bhattarai aligned leaders as well.

He expressed gratitude for working with Bhattarai as a party member for over two decades and claimed that constitution can be promulgated only if all go ahead in consensus.

KATHMANDU: CPN Maoist Chairman Mohan Baidya Kiran has warned Prime Minister Sushil Koirala to severe relationship between both parties- Nepali Congress and CPN Maoist– if the latter continued to invite his party for participating in the Constituent Assembly through the 26-member cabinet quota.

Baidya warned so during a discussion with PM Koirala, when the latter reached out to him requesting his party’s presence in the CA by accepting the offer of the cabinet to be nominated under the 26 seats quota that it has power to make.

Stating the offer to be an political insult, Baidya said that his party had remained of the CA elections pointing to the need for bringing larger political community in the mainstream through round table conference.

However, Baidya said that his party was ready to participate in the constitution drafting process through round table conference. “Dissolution of the Constituent Assembly is the only way through which we can come to terms. And than only we can hold discussion on issues of federalism, forms of governance and state restructuring,” Baidya said while talking to reportersnepal.com today.

In reply, the Prime Minister denied the possibility to dissolve CA and pointed that understanding could be reached through the UCPN Maoist Vice Chairman Baburam Bhattarai headed Constitutional Dialogue Committee.

However, Baidya even denied the possibility for reaching a consensus with political parties through the Committee pointing that his party wont participate in the discussions.

KATHMANDU: After the 21 months of the party split, both communist party UCPN-Maoist and CPN-Maoist have come together for party unification task. Both parties had divided over the debate of party’s future action-plans.

Prachanda has reached out in near with the Baidya camp with internal analysis for party unification as he has been facing the charges of party’s defeat in the last November Constituent Assembly Election from Baburam Bhattarai and Narayan Kaji Shrestha. He sought to stress on the party unification with CPN-Maoist for holding the power within his hand. According to the source, Prachanda has made eight times secret meeting with Mohan Baidya.

Prachanda is in near to vomit the agendas’ and action-plans proposed by Hetauda general convention. Along with this, baidya led Maoist party has also given the clue of party unification as if the Mother party would leave some agenda of hetauda general convention. Issuing a joint press statement on Thursday, the parties urged the concerned stakeholders not to hold the local body elections before the promulgation of a new constitution.

The statement was jointly signed by the Chairman of the UCPN-Maoist Pushpa Kamal Dahal and CPN-Maoist Chairman Mohan Baidhya. Both party’s supremo have jointly inked in the recently published press release for joint-cooperation on upcoming days. Prachanda’s closed camp leaders claimed that the current commitment of both parties for joint-cooperation is the primary phase of the party unity.

Although Mohan Baidy led CPN-Maoist had thought to establish his party in the national politics with carrying the agenda of the peoples’ war and had attempted to spoil the environment of the Constitution Assembly Election and failed to create its role in the national politics, now seeking to re-unite with mother party. Similarly Prachanda led UCPN-Maoist is also seeking party unity after the damp-defeat of party in the last CA polls. Finally both parties have started its dialogue on the process of party unification with the long discussions over to save the existence of communist party in the nation.

But, Baburam Bhattarai and Narayan Kaji Shrestha have dissatisfied with Supremo Prachanda. Internally, both senior leaders are pressuring to prachanda for not-party unity. Source said, Baburam Bhattrai has been seeking to hold the discussions to organize the new socialist party. Participating party’s leaders of CA including Madhesi and minor have assured to participate in the Babauram-led-alliance and leadership. But Baburam wants to continue his struggles from within the party.

NAWALPARASI- CPN Maoist Chairman Mohan Baidya aka ‘Kiran’ has claimed that the Constituent Assembly (CA) should be dissolved for resolving status quo and to draft the new constitution.

Addressing a party program here on Saturday, Baidya said that the new constitution should be drafted through all-party general assembly.

The Maoist ideologue ruled out the possibility of resolving the status quo without dialogue between political parties.

“We have called on serious all-party dialogue with political parties time and again. Failure in responding to this request, has brought the nation to the present status quo,” Baidya said.

He doubted the drafting of a people’s choice constitution while pointing that the CA was dominated by old political forces, against whom his party had launched the revolution.

Baidya’s part decide to form alliance for CA’s dissolution
KATHMANDU: The Mohan Baidya led CPN Maoist has decided to launch strong agitation for the dissolution of the Constituent Assembly and to pave way for holding a national political conference that would form a national consensus government and draft the new constitution.

Concluding the week-long central committee meeting on Saturday, the party decided to launch an aggressive campaign to strengthen and extend the organisation of the party from mid-December 2013 to mid-February 2014 before begining to launch the agitation for CA dissolution.

On the occassion, Baidya urged party leaders to come up with new models of protest and revolution and also stressed on the need to reform his party’s structure.

Claiming that the party structure had some inconsistencies within, Baidya also stressed on the need to reform party structure before launching the protest programs.

CC member Lekhnath Neupane said the party will join hands with left forces fighting for republicanism, secularism, federalism and national interest by forming a working alliance or forging unity with parties. CPN-M will appeal to all UCPN-M revolutionary to join the party that follows the true essence of communism.

KATHMANDU: The 33-party alliance of dissenting political parties led by the CPN Maoist has urged President Dr. Ram Baran Yadav to facilitate talks between them and the High Level Political Mechanism (HLPM).

On Wednesday, a meeting of the alliance party members had announced its intentions to go for protest after the HLPM denied to negotiate their key demands which include review the present proposed date for CA elections and forming a new political party led government by dissolving incumbent government.

The alliance had earlier announced plans to foil election campaign of other political parties as well. However, today they present a memorandum to the President calling for his involvement in resolving status quo and differences between political parties, CPN Maoist Secretary Dev Gurung informed.

He said that the President was requested in the capacity of guardian of the nation.

KATHMANDU: Senior leaders of the UCPN Maoist and the CPN Maoist held talks on contentious issues surrounding the holding of CA election on Saturday morning.

The meeting was called by the UCPN-Maoist to persuade the agitating CPN-Maoist to participate in the November 19 elections.

Despite UCPN Maoist’s effort to convince the CPN Maoist for giving up some of their demands including deferral of polls date and dissolution of the incumbent government, the latter remained adamant on them, sources informed.

The meeting was held at UCPN-Maoist Chairman Pushpa Kamal Dahal’s personal residence in Lazimpat.

UCPN-Maoist leader Dr. Baburam Bhattarai, Narayan Kaji Shrestha, Posta Bahadur Bogati including Chairman Dahal, and CPN-Maoist Chairman Mohan Baidhya, Vice Chairman CP Gajurel and General Secretary Ram Bahadur Thapa were present from the respective parties.

Kathmandu: CPN Maoist chairman has said that his party will not comprise with its demand of dissolving the incumbent government and accepting the present CA election date.
Speaking at a program organized as part of Reporters Club Nepal’s initiative to call on political party leaders to create conducive environment for holding CA elections, Baidya expressed such statement. His statement came a day after the major political parties agreed for holding round table conference to sort out differences among political parties for holding CA elections.

“We wont compromise under present status quo. We wont accept the incumbent government and present CA election date.” Baidya said adding that “ a new government and a new election date should be declared through the round-table conference participated by all the political parties representing the erstwhile Constituent Assembly.”
While accepting a memorandum from Reporters Club Nepal’s President Rishi Dhamala, Baidya said that his party has already made this stance clear to major political parties and other members of the High Level Political Mechanism.
He said that future strategy and political discussion will move as per the 18 point charter presented by the CPN Maoist led dissident parties alliance and added that no political parties can deflect from participating in the conference.
“ Round table conference is essential for all party consensus. Talks between parties have been positive and we are looking forward to make them meaningful to resolve crisis,” Baidya added.
He said that all parties representing in the dissolved CA will be participating in the conference and expressed confidence that the process to hold the conference will be decided within few days.
On the occasion, Dhamala said that Club is hopeful of bringing positive changes in politics through its present initiative and expressed hope that parties will resolve the status quo very soon.

KATHMANDU: Nepali Congress President Sushil Koirala and CPN Maoist chair Mohan Baidya held talks over the round-table conference on Friday morning.

During the discussion held at Koirala’s residence in Kathmandu, agenda of the conference remained the major topic, sources near Koirala informed.
Baidya said that his party is looking forward to present their demands of dissolving the government, scrapping the understanding between major political parties regarding government formation and CA elections and removing consitutional hurdles to ammend the hold CA elections during the round table conference.

However Koirala suggested Baidya for not presenting demands that would derail the process of holding CA elections and urged him to cooperate in holding timely CA elections.

The meeting came a day after the High Level Political Mechanism decided to go for round table conference by sorting out the details at the earliest.

Mohan Baidya aka “Kiran” is a leading communist leader in Nepal. He is the Chairman of the oft quoted “hardliner’ communist party; CPN-Maoist. Nepalireporter’s Rishi Dhamala recently caught up with this communist ideologue and discussed issues concerning proposed Constituent Assembly (CA) elections, his party and its alliance’s denial to join them and the proposed unification of his party with the UCPN (Maoist). Here are the excerpts:

What are discussions between you and UCPN Maoist centered on?

We have been discussing issues related to the proposed CA elections with various political parties. Talks with them (UCPN Maoist leaders) were also part of it. Though we have talked about these issues earlier also, this time around also the talks revolved around it.

Did Prachanda propose for party unification?

No, he did not. There is no possibility of party unification presently and the issue was not raised in the talks.

But the Chinese leaders advised for party unification? Isn’t it?

We have separated. Our parties are moving ahead with our own ideologies. We have our own ideologies and perceptions. In such circumstances there is no possibility of party unification. It is good of Yang Jeichi to advise neighboring nations’ politician on moving forward jointly, but in the end its our choice on how we want to move ahead. Its our choice to move ahead as per our party’s principle and ideology.

Is Chinese assistance necessary to bring both of your parties together?

No, absolutely not. Some can think about this issue positively, but we don’t want anyone to take initiatives in this regard. Good friends and international community can wish that we may unite.

On Monday Jeichi nonetheless advised to you to unite. Isn’t it?

We haven’t even met. Media circulated reports that were not authentic. As I have not met him, how can I say that i have met him and he advised me to unify party with the UCPN Maoist? I am amazed why media circulated such news even though only my colleagues had held discussion with Mr. Jeichi during Tuesday’s program.

Nonetheless unification of two parties was expressed?

Its positive, if such a desire was expressed.

But if the same desire was expressed by India, than it would have been interference?

We don’t perceive every Indian statements in negative light. There are certain power there also who wish Nepal’s prosperity and development. We take suggestions positively but decide whether we should accept or reject them after analyzing them. We are independent and sovereign and our decisions should be ours. Unification of both parties are just baseless rumors and I don’t have to speak lies.

So your parties are not unifying?
Yes, there is not possibility of party unification right now. We have separated and we both have different ideologies and principles, there fore there is no possibility of unification.

Are you mulling to cooperate in CA elections?
Presently cooperation in CA elections also does not seems possible. We are in negotiations and if our demands are not addressed than we won’t even participate in the CA elections. But that does not means that we are against holding CA elections. But in status quo, we will boycott elections. Primary step towards creating conducive environment should be created by stopping the present process to hold CA elections and than holding meaningful discussions on our demands. Once our demands are addressed and we decide to contend the election than we will think of making electoral alliances.

Will your parties unite, if Prachanda proposes to unify party in your leadership?

We’ll this is a hypothetical question. Its not possible at all.

What is the possibility of commits parties to face elections jointly?

Some communist parties are limited to their names only. They lack communist faith. Even though the erstwhile CA had 62 percent communist parties, they could not unite. However unification between true communist parties is essential.

So what happens if election is held on November 19?

Even though politicians are saying that the elections will be held on November 19. But we don’t think its possible. And even if it happens we will boycott it actively. This will be not for the first time that we will boycott elections.
