KATHMANDU, May 15:The government has committed to returning the encroached lands with effective diplomatic measures.

The government has further made commitments to reprint the political maps of the country by incorporating Limpiyadhura, Lipulek and Kalpani as these territories are not in the existing political map of the country.
While presenting the policy and programmes at the joint session of federal parliament on Friday, President Bidya Devi Bhandari said that the border disputes with neighbouring countries would be resolved following the historical treaties, maps and other evidences.

She added that the government is determined to protect geographical territories and borders.RSS

KATHMANDU, June 6: Speaker Krishna Bahadur Mahara has directed the parliamentarians to be fully devoted in the task of formulating laws.

Inaugurating an orientation organized with an objective of imparting knowledge to lawmakers of Federal Parliament about the overall parliamentary process including laws formulation, Speaker Mahara suggested them to be alert and constructive while formulating laws as formulating laws and policies are the main duty of parliamentarians.

He said, “It is necessary to increase presence of lawmakers in the House. People want to see their representatives being more active and constructive. We have expected positive support from parliamentarians for the same.”

Similarly, National Assembly Chairperson Ganesh Timilsina urged the government to formulate the laws on time in order to carry out activities in a smooth manner.He said, “The government should end the trend of visiting doors of the ministries by local representatives carrying files of people’s work leaving the House meetings.”

Timilsina also suggested the lawmakers to utilize their leisure time by reading books at the library of Federal Parliament Secretariat at Singha Durbar.

Likewise, Minister for Law, Justice and Parliamentary Affairs, Sher Bahadur Tamang, urged the parliamentarians to pay attention in formulation of laws related with people’s welfare.

General Secretary at the Federal Parliament Secretariat, Manohar Prasad Bhattarai, said that the two-day orientation was organized with an objective of imparting knowledge to lawmakers about parliamentary process and work executions.
More than 200 lawmakers of House of Representatives and National Assembly have been participating in the orientation organized at Federal Parliament Building, New Baneshwor. RSS

KATHMANDU, April 27: A cabinet meeting has decided to recommend to President to call the second session of the Federal Parliament on May 6.

Budget session of the House of Representatives and National Assembly will begin once President calls the second parliament session.

The meeting that took place at the Office of the Prime Minister and Council of Ministers in Singha Durbar also decided to declare the newly-inaugurated Birgunj-based Integrated Check Post (ICP) a custom zone, and publish it in Nepal Gazette, said Minister of State for Information and Communication Technology Gokul Prasad Baskota.

Decision was also taken to give permission in principle to the Minister of Home Affairs to device a Bill related to inland peace and order. Likewise, the meeting also decided to appoint joint attorney of the judicial service Rama Devi Parajuli as member of Foreign Employment Tribunal.

KATHMANDU, March 5: The first session of the Nepal’s federal parliament formed following the completion of House of Representatives and Province Assembly elections is taking place at 4:00 pm today.

The session will be held at the Federal Parliament Building (International Convention Center) at New Baneshwor as called by President Bidya Devi Bhandari earlier on February 20.

Nepal’s federal parliament is bicameral where the House of Representatives functions as the lower house while the National Assembly serves as the upper house. According to federal parliament secretariat’s general secretary Manohar Prasad Bhattarai, meeting of both houses shall start simultaneously this afternoon as per the schedule.

The upper house consists of 59 members (56 elected from the February 7 National Assembly election and three nominated by the President) while the lower house has 275 members (165 elected from first-past-the-post system and remaining 110 from proportional representation system).

The House of Representatives election was held in two phases–November 26 and December 7–last year. Members of both houses took oath of office and secrecy yesterday. RSS

KATHMANDU, Dec 15: As vote counts of the Proportional Representation system of the federal parliament election has reached final stage, only five parties are likely to cross three percent threshold to qualify for the representation in the federal parliament.

Vote count of 73 districts has been completed, according to the Election Commission

As of Friday afternoon, of the 96, 36,276 votes counted, CPN-UML is leading with 3014404 votes, which is 33.75 percent of the total votes cast under PR category. Nepali Congress has received 2941293 (32.93%) votes while CPN (Maoist Center) has 1211996 votes (13.57%). Beside the top three parties, Rastriya Janata Party Nepal and Federal Socialist Forum Nepal are the other parties to have crossed three percent. FSFN has obtained 427098 votes, which is 4.78 percent and RJPN has secured 403005 votes (4.51%).

Vote counting is underway in Sunsari-2 and 3, Sarlahi-2 and 3, Surkhet-1 and Kailali-1, and is expected to conclude by Friday evening, according to the EC spokesperson Nawaraj Dhakal.

The new election law makes it mandatory for a political party to secure at least one seat under the first-past-the-post election and three percent of votes to qualify as a national party. If a party fails to clear the threshold, it will be denied representation at the federal parliament.

The other parties that have not crossed three percent threshold are Bibeksheel Sajha: 200860 votes (2.25%), Rastriya Janata Party: 189910 votes (2.13%), Naya Shakti: 78283 (0.88%), RPP –D: 84875 (0.95%) and Nepal Workers and Peasants Party: 52927 votes (0.59%).

The outgoing parliament has 31 political parties; and it seems that there will be a drastic reduction in the number of national political parties.
