KATHMANDU, Dec 13: Vote counting of the House of Representatives election under the first-past-the-post category has concluded on Wednesday.

As per the final FPTP result, CPN-UML has emerged as the largest party securing victory in 80 federal constituencies and 168 provincial constituencies. Likewise, CPN (Maoist Center) has become the second largest party while Nepali Congress, which was the largest in 2013 Constituency Assembly elections, has settled for third.

Maoist Center has emerged victorious in 36 federal constituencies and 73 federal constituencies. Nepali Congress has won in 23 federal constituencies and 41 provincial constituencies.

Similarly, Rastriya Janata Party Nepal has secured win in 11 federal constituencies and 16 provincial constituencies, while Federal Socialist Forum Nepal in 10 federal constituencies and 24 provincial constituencies.

Rastriya Prajatantra Party: 1 federal constituency

Nepal Workers and Peasants Party: 1 federal constituency 1 provincial constituency

Naya Shakti: 1 federal constituency and 2 provincial constituencies

KATHMANDU, Dec 11: The Left Alliance has secured two-third majority in the Federal Parliament under the first-past-the-post electoral system. The election partners CPN-UML and CPN (Maoist Center), altogether, have won 112 House of Representative seats under FPTP category, which completes the two-third of the total 165 seats.

UML has emerged victorious in 76 constituencies with 5 still leading, whereas Maoist Center has won in 36 constituencies. Also, Rastriya Janamorcha, who allied with the left alliance has won one seat, making 113 total for the left alliance.

The left alliance still needs 74 more seats to mark a complete two-third majority—which is 184 seats– as the total seats of House of Representative is 275, including both FPTP and Proportional Representation category.

Meanwhile, the ruling party Nepali Congress—the largest party of the second Constitution Assembly election 2013 (105 of 240 seats)—has only secured victory in 21 constituencies.

Likewise, the regional parties Federal Socialist Forum Nepal and Rastriya Janata Party Nepal has won in 10 constituencies each.

Also, Rastriya Prajatantra Party, Naya Shakti Party, Rastriya Janamorcha and Nepal Workers and Peasants Party has won in one constituencies each.

KATHMANDU, Nov 17: The Election Commission has said it would take maximum one week to get the final results of the upcoming elections to the House of Representatives and State Assemblies.

“The results of the first-past-the-post (FPTP) category will be out by maximum a week. The EC is preparing for the same. Management of human resources required for completing the vote counting within the expected timeframe has been done,” Chief Election Commissioner Dr Ayodhee Prasad Yadav said on Friday.

While giving his commitments in writing on a civic appeal for guaranteeing schools zone of peace amidst a program organized to issue the appeal by various nine organizations associated with education field, he said it was the compulsion of the EC to set up polling stations in schools as lack of physical infrastructure for conducting elections in other facilities.

The Election Code of Conduct has banned political programs like mass meeting, interactions and feast in schools in view of the elections and its effective implementation is going on, according to him.

He added that political parties had already expressed their commitments to the declaration of ‘school as zones of peace’ through their election manifesto and just the implementation of such commitments was required.

He sought roles and responsibilities of parents, guardians and teachers on discouraging them to join political rallies and any other sort of activities.

Nepal’s political parties on May 25, 2011 had expressed their commitments to the declaration of the School as Zones of Peace.

The 11 -point appeal declaration is about the prohibition of any sorts of political activities near and inside school premises, use of school age children in political parties’ mass meeting, rally and demonstrations, demonstration and stockpiling of arms within the school premises and use of school resources for the interest of political parties.

National Human Rights Commission member Govinda Sharma expressed his concern over the use of children in the election publicity campaign against the election code of conduct in the recently held local level elections in 18 districts.

Director General of Department of Education, Baburam Poudel said the Department was giving its special attention to keep children least affected from the impact of elections and school holidays to be given during the elections period would be adjusted from the cut off in the winter/summer vacations.

Joint Secretary to the Ministry of Education, Dr Hari Lamsal said the Ministry was aware that schools should remain open at least 220days in a year and there should be atmosphere for children taking classes confidently. “Natural and human-induced difficulties have affected the school activities, however.”

National Campaign for Education, National Campaign for Children as Zones of Peace and to protect children, National Action Aid and Coordinating Group, Education Journalists’ Network, Education Journalists Group and School Management Committee are among those issuing an appeal.

On the occasion Education Journalists’ Group chair Deepak Bohara expressed his concern over the use of children in the election publicity campaign against the election code of conduct. RSS

KATHMANDU, Nov 4: The Election Commission has invalidated the candidacies of five individuals who had registered their candidacy towards the first-past-the-post election of the House of Representatives and State Assembly elections scheduled for December 7.

The candidates whose candidacies have been invalidated include Nepali Congress leader Govinda Raj Joshi who had filed his candidacy as an independent from Tanahun constituency-1, Rishiram Poudel who had registered his candidacy from Nawalparasi (West) constituency-2, Nasrul Miya who had filed candidacy from Morang district constituency 6 (B), Tikaram Pangeni who had filed his candidacy from Kaski constituency 4 (B), and Bidur Prasad Dahal who had filed his candidacy from Kathmandu constituency- 5 (B).

The Joint Election Operation Centre at the Election Commission stated that their candidacies were invalidated on various grounds as being convicted in corruption charge or criminal offence or not meeting the set qualification and candidacy filing procedures.

However, JEOC stated that decision has been made not to invalidate the candidacies of Siraha district constituency 4 (A) candidate Dilip Kumar Saha, Sunsari district constituency 2 (B) candidate Hem Karna Poudel, Llaitpur constituency 1 candidate Nawaraj Silwal and Sarlahi district constituency- 2 (B) as had been sought in the complaints filed against them.

The Office of the Chief Returning Officer, Rautahat has sought the opinion of the Election Commission regarding the complaint against the candidacy of Rautahat constituency-4 candidate Bhogendra Thakur Lohar. One Kanija Khatoon had filed the complaint against Lohar.

Complaints were received against 10 individuals who had registered their candidacy for the House of Representatives and State Assembly elections slated for December 7, according to the Election Commission. RSS

KATHMANDU, Oct 26: The Supreme Court (SC) on Wednesday sought written response from the Election Commission (EC) for the assurance of separate ballot papers for the federal and provincial elections under the first-past-the-post system.

A single bench of Justice Dambar Bahadur Shahi issued a directive in the name of EC asking to furnish a written response regarding progress made to that effect within three days since its earlier ruling on October 18.

Rastriya Janata Party (RJP) Nepal leader Sarbendra Nath Shukla had filed a writ petition at the SC on October 8, demanding separate ballot papers for the House of Representatives and State Assemblies.

The SC on October 18 asked the EC to give due consideration to the issue of printing separate ballot papers seriously as per the legal provisions.

Meanwhile, EC officials said that the apex court’s decision didn’t require halting of the printing work. Shukla, in his petition, argued that it was contempt of the court on part of the EC to not to print separate ballot papers.

Federal and Province Assemblies have separate laws and as per the legal provisions it makes it mandatory to print separate ballot papers.

But the EC has stated that it will be impossible to hold elections on November 26 with separate ballot papers for federal and provincial elections. A committee headed by EC Joint Secretary Dinesh Ghimire submitted its report on October 22 stating that printing two separate ballot papers would affect poll calendar. A meeting of election commissioners and officials of the law department and election department of the EC then held meeting on October 23, which decided to let the full meeting of the poll body to decide on the matter.

The EC on October 25 decided to go ahead with the single ballot paper for federal and provincial polls under FPTP system citing that printing them separately is not possible for now due to managerial and technical reasons.

The EC has nearly completed printing ballot papers for elections under the proportional representation system. The EC is planning to start printing first-past-the-post ballot papers from October 27.
