‘GOVT HASN’T BANNED POLITICAL ACTIVITIES OF CHAND GROUP’

KATHMANDU, March 18: The government, in a dramatic turn of events, recently took two significant political decisions: 11-point agreement with Alliance for Independent Madhesh (AIM) led by CK Raut and restriction on activities of Communist Party of Nepal (CPN) led by Netra Bikram Chand ‘Biplav’.

But the government’s unexpected deal faced criticisms and support, heating a fresh debate within the ruling Nepal Communist Party (NCP) and among other political forces including the main opposition Nepali Congress (NC).

A portion of leaders of the ruling party were discontent over the government’s step to bring Raut into the national politics and the content of agreement reached with Raut, who is accused of leading a separatist campaign. The unhappy leaders, who accused the government of signing the deal in non-transparent manner, also pointed out that Raut has not mentioned anywhere that he has quit his secessionist movement.

Opposition NC sought either revision or explanation of the phrase in agreement No 2 which states ‘people’s mandate in a democratic manner’–which NC referred as “call for referendum.”

On the other hand, Raut‘s supporters celebrated the agreement as their victory—which, according to researcher Suman Mandal, bought freedom and relief to Raut, who was arrested a dozen times since 2014 for sedition and treason; and the agreement legitimately allowing AIM to freely exercise their activities.

Reporters’ Club Nepal President Rishi Dhamala caught up with NCP General Secretary Bishnu Paudel to talk about these issues. Excerpt:

Why is there discontent within the ruling party? Why could not the government make this deal non-debatable?

First and foremost, the agreement with CK Raut, which brought the secessionist campaigner to national mainstream politics, is a significant decision. In the agreement Raut has accepted federal republic Nepal as independent, autonomous and sovereign country. Raut’s alliance will now exercise his activities remaining within the framework of constitution and democratic methods. The government’s move will be successful.

Next, no issue is undebatable if brought as a subject of argument. Is it wrong to make Raut sign on the agreement that saves the country from disintegration? He has agreed to abide by law and constitution of the country and get involved in politics peacefully. If this is wrong, what is right then?

Has Raut abandoned secessionist movement?

Of course, he has. It is the main point of the agreement.

Will the agreement be implemented?

The agreement has been done for implementing. Both the government and Raut cannot step away from agreement. If Raut breaches the agreement, he will not be spared.

Why did the government decide to restrict Chand’s group’s activities? It is a repression policy?

Of course not! The government formed a negotiation committee in the leadership of Som Prasad Pandey. The committee made several efforts to bring Chand group to formal talk with the government…but no avail. The Chand group rejected the talks appeal and continued carrying out its violent activities which threatened the civil’s right to live freely and peacefully. Therefore, the government imposed ban on Chand’s activities. It’s the government’s duty to bring such groups within the constitutional boundary.

Does the constitution allow ban on any group?

We have banned Chand’s activities. We have disallowed violence and murder. Not the political activities of Chand group.

Is the government prepared to mobilize the army?

Such condition will not occur. The government will protect the constitutional right of every citizen to live peacefully.

Kamal Thapa-led Rastriya Prajatantra Party has demanded restoration of monarchy and reinstatement of Nepal as Hindu state. How will the government address RPP’s demand?

The government will remain flexible to each and every demands raised within the legal framework. The constitution has already recognized Nepal as a republic state.

KATHMANDU, March 1: Rastriya Prajatantra Party Chair Kamal Thapa has said that the culture of changing religious identity can be a source of religious conflict in the country.

Thapa, who is lobbying for reinstating Nepal as Hindu kingdom, added that the increasing trend of shifting from one religion to another is endangering the country’s cultural and religious identity.

“It is also threatening the religious tolerance and integrity among people of Nepal,” he said addressing a program at Urlabari of Morang district on Friday. He, however, added he is “not the opposer of any religion”.

Thapa is currently on ‘Mechi Mahakali National Dignity Campaign’ with a purpose to create awareness and exert pressure to restore Nepal’s status of hindu state. The campaign began from Taplejung on February 27. Thapa has argued that secularism is weakened the nationality. Nepal was declared a secular state following the 2006 April uprising.

People are being lured and deceived to change their religious identity.

“This has also put Bouddha, Kirant and other religions at risk,” he added.

KATHMANDU, Feb 25: Rastriya Prajatantra Party (RPP) Chair Kamal Thapa has asked the big political parties to review the achievements of federal republic and reassess the possibilities of restoration of monarchy in the country.

“Time has come to review the 12 years of period after the establishment of federal republic and rethink about the possibilities of revival of monarchy in the country,” said Chair Thapa at an interaction program organized by the Reporters’ Club Nepal on Tuesday.

“What have the country and the people achieved so far? Nothing… since the declaration of Nepal as secular state and abolishment of monarchy a decade ago,” added Thapa, who was known to have shared a quite good relationship with former King Gyanendra Shah.

Thapa was also the home minister of the Gyanendra appointed government following the suspension of parliament in February 2002. The King had suspended the parliament and forced martial law citing the civil politicians were unfit to handle the Maoist insurgency.

But the April uprising in 2006 following the 12-point historic and unprecedented agreement between the then CPN (Maoist) and the Seven Party Alliance, the King returned the power to the people and reinstated the House of Representatives—which later abrogated Nepal’s status and Hindu kingdom declaring the country as secular state and abolished the monarchy in 2007. The federal republic was established in May 2008 which formally ended the 240 year long royal rule in the country.

“Why is there no stability? Where is change? Why is there the voice of disintegration? Where did the new Maoist rebellion emerge from when he peace process should have ended?,” said Thapa.

“We had warned that the 12-point peace accord between the seven parties and Maoists was a bad omen.”

“Republic, secularism and federalism were established without informing the people. It is therefore, time is ripe now to review the achievement of the political change the uprising brought,” he added.

Thapa-led RPP has been lobbying for the restoration of Nepal has Hindu state and revival of monarchy. He recently submitted a 22-point demand paper to Prime Minister K P Sharma Oli, in which he has asked for a direct national referendum on federal republic. He however says that his voice is not for king but for a royal institution.

“The federal republic has only given birth to wrongs and corruption instead of realizing positive change. The new system has failed. Thus, now is time to revive kingdom in the country,” he said adding, “Our party demands a round-table discussion on these issues.”

Thapa further said that if the government fails to address the 22-point memorandum, the agitating party will launch people’s struggle from mid-March.

On the occasion, Thapa also asked the government to form a high-level investigation commission to probe into the assets of the politicians and bureaucrats since 1991.

He also underlined the need to nationalize the assets kept in foreign banks by Nepali nationals and immediately freeze bank accounts of those individuals suspected in money laundering, and called for taking legal against those found involved in illegal transactions.

He also urged the government collect all the taxes including the 38 billion capital gain tax due with the Ncell as per the order issued by the Supreme Court.

He further urged the government to take action against those individuals involved in the embezzlement of 1.35 billion in the procurement of two wide-body aircraft. Several government officials including Tourism Minster Rabindra Adhikari has been implicated in the wide-body purchase scam.

KATHMANDU, Nov 27: Rastriya Prajatantra Party (RPP) Chair Kamal Thapa said that restoration of constitutional monarchy, Hindu state, liberal economic policy and prosperous Nepal were the main ideological column of party.

Speaking at Dhamala ko Hamala, a popular television program, Thapa reiterated that these agendas were stated in detail in the party’s election manifesto.

“RPP has carried the agenda of constitutional monarchy since its establishment. Monarchy is not just a possibility but need of the country. It is our party aim to garner mandate for restoration of monarchy and Hindu state.” he said.

“An agenda of ‘democracy with King’ amiable to all the supporters of Republic and federalism will be a common menu,” he added.

He further said that he was faithful to the constitution of Nepal as he took an oath for the same, and added, “No article of the constitution is unchangeable. I am totally committed to people’s wish. People’s opinion matters the most.”

“But people’s panorama can change the county’s political structures. People’s perspective can change Republic,” he added.

He also showed objection that his party RPP was called anti-constitutional when advocating for monarchy and Sanatan Hindu State. “When other political parties demand a change in constitution, they say nothing. CPN-UML and CPN (Maoist Center) are demanding for a change in parliamentary system. But when RPP talks about restoration of constitutional monarchy, why do they call us anti-constitutional?”

“We have been unnecessarily accused of going against constitution,” he added.
