KATHMANDU, May 5: Rastriya Janata Party Nepal presidium member Laxman Lal Karna has expressed his concerns over no-withdrawal of the lawsuit filed against those people involved in the Madhesh and Tharuhat movements.

Prior to the deliberation government policies and programmes unveiled on Friday, during a meeting of the House of Representatives, he took time to demand the government again to unveil the report of the Girishchandra Lal Commission regarding the matter.

Stating that the Speaker’s ruling towards that end was violated, he again called on the Speaker to address the issue.

In response, Speaker Krishna Bahadur Mahara, however, said his instruction to make public the Commission report was still in effect.

KATHMANDU, July 6: Rastriya Janata Party Nepal leader Laxman Lal Karna has termed the government’s decision to impose ban on staging protest, sit-ins and demonstrations in various areas of capital as undemocratic.

The Supreme Court Friday, following senior advocate Dinesh Tripathi’s writ petition a day before, issued a stay order against the government’s decision to ban protests at various places in the capital.

The government has decided to ban protests, sit-ins and demonstration programs in front of Shivapuri school, Kanti Child Hospital, Police Hospital, residential areas of Prime Minister, vice-president, Speaker and Chief Justice, Gairidhara, in front of parliament building, Singha Durbar area, Bhadrakali, Tinkune, Padmodaya area and Maitighar Mandala.

“Some of the works the government has done is totally wrong. Banning on peaceful protests in Maitighar Mandala and other places is undemocratic,” Karna told Reporters Club Nepal.

“The government should not breach the laws given that it has majority in the House. The government’s work is against the democratic spirit,” he said.

Karna also suggested the government not to ignore the agreements made with Dr senior orthopaedic surgeon Govinda KC, who is staging fast-unto-death in Jumla against the changes made in the Medical Education Ordinance.

Despite fast-unto-death from KC and NC protest, the government on Friday registered the National Medical Education Bill in the parliament, making no major changes in the bill to replace the Medical Education Ordinance.

The government had withdrawn the replacement bill earlier this week after protests by the opposition Nepali Congress over both the process and content of the legislation. Following its withdrawal from Parliament, the ordinance lapsed on July 4 after the government failed to get the replacement bill within 60 days of the commencement of parliament.

The bill will allow the operation of Manmohan Medical College and the National Medical College in Kathmandu and B & C Medical College in Jhapa, among others, teaching hospitals Nepal Communist Party leaders and businessmen close to them, without meeting the criteria recommended by Kedar Bhakta Mathama taskforce.

KATHMANDU, Dec 30: Laxman Lal Karna, senior leader of Rastriya Janata Party Nepal (RJPN) has said that his party will continue struggle for constitution amendment.

Speaking at an interaction program organized by the Reporters’ Club Nepal on Saturday, leader Karna said, “We are still fighting for the Madhesi rights. We utilized the recently completely elections as a part of our movement. Our struggle will continue unless the constitution is amended and the criminal charges against our carders are withdrawn.”

He further said that his party will become ready to join the government if the new would be government assures them of constitution amendment.

KATHMANDU, July 13: Laxman Lal Karna, top leader of Rastriya Janata Party Nepal (RJPN), has said that his party is not against the election.

Speaking during an interaction program organized by the Reporters’ Club Nepal on Thursday, he said, “We have never rejected the election. We made an agreement with the government on Wednesday. The government has promised us that it would endorse the constitution amendment bill, withdraw the cases filed against our party cadres within a week, compensate those injured during the Madhes movement and increase the number of local units in the southern plains.”

“If the government does as it pledged, we will obviously participate in the election,” he added.

Reminding that the RJPN had repeatedly made deals with the government regarding the Madhes concerns, he said, “The government has told us that they are also holding talks with the main opposition party CPN-UML. I hope that the government will not disappoint us.”

Commenting on the possibilities of increasing the election constituencies up to 240, he warned that if the number of constituencies is added in order to facilitate the needs of big parties, people would take action against it. “Our party will object it,” added Karna.

KATHMANDU, June 2: Rastriya Janata Party Nepal (RJPN) senior leader Laxman Lal Karna has said that his party will not take part in the second phase election if their concerns are not addressed. He however, clarified that his party wants election in the country.

RJPN has been demanding that the government drop the criminal cases against those involved in Tharuhat-Madhes movement. They have also demanded addition of local levels in Terai region.

Speaking during an interaction program organized by the Reporters’ Club Nepal on Friday, Karna said, “We supported Prachanda led government in condition that our three point demands would be addressed. But Prachanda didn’t.”

“Now, Deuba is set to become new Prime Minister; but still we are not supporting Deuba led government unless it is made sure that our demands are met,” he added.

He also urged the government to create environment for Madhes based parties to participate in the election. He said, “We haven’t said that we won’t take part in the election. At least our demands have to be addressed first. The government cannot discriminate Madhesh and its people. The deceased of the Tharuhat movement must be declared martyrs, criminal charges must be dropped and the number of local levels should be increased.”

He also accused the government not to have cautioned the Supreme Court to rethink over its decision.

The government on May 22 had decided to increase 22 more local units in 12 districts along the plain. But the apex court two days later, had ordered the government not to implement the cabinet’s decision to add the number of local units.

Thakur also added that they are preparing to start agitation from June 5 in order to mount additional pressure to the government to fulfill its demands.

RJPN, two days ago, called off its agitation programs after the government postponed the date of second phase local level election to June 28. The government initially had planned to conduct second phase polls on June 14, but in a bid to bring Madhes based parties abroad the election the government, after second revision, had formally announced the date of the local election round 2.
