KATHMANDU, June 27: Minister for Federal Affairs and General Administration, Lalbabu Pandit, has stressed the need of cooperation among the federal, province and local governments to materialize the vision of “prosperous Nepal, happy Nepali” presented by the government.

In a meeting of the House of Representatives on Wednesday, Minister Pandit, in his replies to queries raised by lawmakers during the discussions over the Appropriation Bill- 2075 BS, claimed that development plans were formulated based on the constitutional provisions, commitments made before the people during the election campaign and the Sustainable Development Goals (SDGs).

As he said, development plans have been changed with the country switching to federalism and budget has been allocated to the federal, provincial and local levels confining to their jurisdictions.

The budget allocations to the province and local levels were made as per the constitution and people’s needs, according to the minister, who went on to say that Tarai Madhes Prosperity Program would be implemented. He further pledged the facilitation from the center to enhance technical capacity building of local levels
“The Ministry has been more focused on making public administration responsible to the people.”

He added that a survey had been already completed to find out the required number of employees at the center, province and local levels, and employee adjustment works had already begun. “The federalism is totally a new practice in the context of Nepal and the government has the policy of adjusting with this system through a learning process.”

In a supplementary question, Prem Suwal questioned who was responsible for controlling corruption.

Likewise, Dilendra Prasad Badu inquired about the reason behind the lack of effective implementation of Employees Adjustment Act-2074 BS.

Similarly, Bimala Nepali and Man Bahadur Bishwakarma suggested to the government not to scrap the Downtrodden, Oppressed and Dalit Community Upliftment Committee.

In response, the Minister informed the lower house that Federal Civil Service Act is under discussions and corruption of corruption was possible only through combined efforts. RSS

CHITWAN, May 22: Minister for Federal Affairs and General Administration, Lalbabu Pandit has said that employee management will be done within a month.

Talking to journalist in Chitwan on Tuesday, Minister Pandit added, “Some problems have been seen while adopting the federal and provincial structure. The internal organizational chart has already been prepared in accordance with the new structure.”

He further said the required number of employees would be kept in the center while all remaining employees would be assigned to various levels.

Minister Pandit also urged the civil service employees to change their mindset in consonance with the federal structure that the country has adopted. The structures which are under the central system would be devolved into three levels under the federal setup.

LUMBINI, April 27: Minister for Federal Affairs and General Administration Lal Babu Pandit has said that the public servants should go the places they have been assigned to by the government.

He said the government would take action against the employees not going to their duty stations they have been deputed to, reminding them they had committed while joining the civil service that they would go to the places the government sends them to.

Speaking at a press meet organized by the Lumbini Press Club in Bhairahawa Airport on Friday, Minister Pandit suggested the employees reluctant to go to their assigned work stations to resign and start private enterprises.

Minister had arrived in Bhairahawa Airport on route to Kapilbastu.

Minister Pandit said the civil servants have been given the choice of 15 places where they would want to go until May 1, adding that the employees not participating in this offer should go to the places where the government assigns them to.

The Minister said that the government could not entertain the employees’ demand of promotion one level up in the name of employees adjustment.

He stressed that the present left alliance government would pay special attention to the development and good governance.

On the unification of the CPN-UML and the CPN (Maoist Center), Minister Pandit, who is also a UML leader, said the unification process has reached the final stage and only the announcement of the date for the same was left.
