Kathmandu, July 7 : Additional Inspector General of Nepal Police Sailesh Thapa Chettri has been promoted to the post of Inspector General. He is the 28th IG of Nepal Police.

A decision to this end was taken by the meeting today of the Council of Ministers, according to the Home Minister’s press coordinator Kiran Bhattarai. Thapa replaces IGP Thakur Prasad Gyawali, who retires on Wednesday due to the 30 years’ service limit.

AIG Thapa was leading the Human Resources and Administration Department at the Nepal Police headquarters. Born in Katunje, Bhaktapur, Thapa will lead the police organization until Baisakh of 2079 B.S. Thapa had joined as a police inspector on Basaikh 19, 2049 B.S. RSS

KATHMANDU, Feb 10: Nepal Police has recommended 14 Superintendent of Police (SP) to the post of Senior Superintendent of Police (SSP) and 26 Deputy Superintendent of Police (DSP) to the post of SP.

The promotion committee under civil police group of Nepal Police on Saturday decided to make the recommendation as per Nepal Police Regulations, 2071, according to the committee Secretary AIG Thule Rai.

Accordingly, those recommended for the post of SSP are Sandip Bhandari, Tek Prasad Rai, Umesh Raj Joshi, Shyam Lal Gyawali, Ganesh Regmi, Ram Dutta Joshi, Dipak Thapa, Meera Chaudhary, Buddhi Raj Gurung, Kiran Bajracharya, Posh Raj Pokharel, Tek Bahadur Tamang, Basanta Bahadur Kunwar and Bhim Dhakal.

Likewise, those recommended to the post of SP from DSP are Ramesh Kumar Basnet, Hira Bahadur Pandey, Shyam Krishna Adhikari, Nanti Raj Gurung, Rabindra Regmi, Govinda Adhikari, Krishna Prasain, Dr Mekha Bahadur Khatri, Binod Silwal, Bhim Bahadur Dahal, Ramesh Thapa, Prakash Ranabhat, Bimal Raj Kandel, Kamal Thapa, Janardan GC, Krishna Prasad Koirala, Santosh Khadka, Dan Bahadur Malla, Ranju Sigdel, Anupam Shumsher JB Rana, Shyam Kumar Mahato, Krishna Prasad Pangeni, Hem Kumar Thapa, Ajaya KC, Nawaraj Adhikari and Bir Bahadur Budhamagar.

KATHMANDU, Sept 14: Aiming to provide quality education to the children of police personnel of all ranks and files, the Nepal Police has announced to establish the residential schools in all seven provinces.

Spokesperson of Nepal Police Shailesh Thapa Chhetri said that the schools would be extended in all provinces by establishing two more as there are five schools run by Nepal Police in the then five development regions.

He said Nepal Police would establish schools in Bharatpur of Chitwan and in Chhinchu of Surkhet as per the decision of the council of ministers taken in the last fiscal year.

So far, Nepal Police has run schools in Dharan of Province 1, Belchautara, Tanahun of Gandaki Province, Ghorahi of Province 5 and Dhangadhi of Province 7. Likewise, the Nepal Police is also running a residential school in Sanga, Kavre. RSS

KATHMANDU, June 10: The government has decided to have provincial set up of the existing organization of Nepal Police.

Minister for Communications and Information Technology, Gokul Baskota said that the meeting of the Council of Ministers on Sunday approved the quota of 3,101 for the provincial set up of Nepal Police.

The government is to prioritize the arrangement of human resources in the local levels where there are no police units, he said, adding that the quota of 1,600 police persons would be managed in a year.

Meanwhile, decision was made to reduce the quota of Additional Inspector General of Nepal Police to three, and of the Armed Police Force to two. Earlier, there were 16 posts for AIG in Nepal Police and six in the Armed Police Force.

The government accepted the full financial and technical assistance from the Chinese government for the construction of Miteri Bridge at Tatopani border point in Sindhupalchowk.

The Chinese government had proposed Nepal government for assisting in this regard.

Minister Baskota also informed that the government decided to give authority to the Ministry of Energy and its Chinese counterpart to sign on the letter of agreement on Nepal-China cooperation on energy sector. RSS

LIATILE PUTSOA, Nov 16: The Nepalese formed police unit has been awarded with United Nation medal for service in South Sudan.

The Head of the United Nations Mission in South Sudan (UNMISS), David Shearer, in awarding the medals, praised the contingent of 320 Nepali police officers – 180 based in the capital Juba and 140 based in Bor, in the Jonglei region, for “their commendable contribution to the Mission’s core mandate which is to protect civilians and to build durable peace in South Sudan.”

The UNMISS chief urged the peacekeepers to “wear the medals as proud and worthy ambassadors of Nepal and the United Nations.”  The contingent is preparing to return to Nepal in February 2018, after a year-long deployment working in difficult and stressful conditions away from family and friends.

Of the 320-strong Nepalese police force, 27 are women.

“The more women we have, particularly in these roles, the better we are able to communicate and work with the people of South Sudan,” said David Shearer. “Many of the people who are most affected are women and children and they respond very well, particularly to women police.”

The Nepalese Formed Police Unit has served and protected the people of South Sudan including the internally displaced who have sought refuge at the Protection of Civilians (PoC) sites next to UN bases in Juba and Bor.

David Shearer recognized the wide range of activities the unit has been involved in, which include public order management, supporting humanitarian efforts, and engagement in patrols in and around Juba city to ensure the safety and security of civilians. They have also provided security to VIP visitors, with the most recent and notable visit from the United States Ambassador to the UN, Nikki Haley.

Speaking at the ceremony, UNMISS Police Commissioner, Bruce Munyambo, applauded the “dedicated, disciplined and loyal” FPU members who risked their lives to protect civilians, paying special tribute to those who sustained physical injury during the crisis in July 2016.

“Even in lesser numbers, you stood firm to protect others,” he said.

Nepal is the sixth largest Troop Contributing Country with over 5,100 uniformed personnel currently deployed in UN peacekeeping missions across the world. Nearly 2,000 currently serve in South Sudan.

The first group of Nepalese peacekeepers arrived in the conflict-affected country in January 2014 shortly after the outbreak of civil war in December 2013.

Since becoming a member of the United Nations in 1955, more than 100,000 Nepalese have served in peacekeeping missions around the world.

KUALA LUMPUR, Oct 13: The Metropolitan Crime Division of the Nepal Police was officially recognized on Friday by the Asian Football Confederation (AFC) for its crucial help in match-fixing investigations in the country.

AFC General Secretary Dato’ Windsor John received Sarbendra Khanal and Sudip Raj Pathak of the Nepal Police at the AFC House today in Kuala Lumpur, Malaysia, to formally acknowledge the Nepal Police’s comprehensive support.

On December 4, 2015, the AFC Disciplinary and Ethics Committee banned four Nepali players and one official for life for match-fixing offences.

Official Anjan KC and the four players, Bikash Singh Chhetri, Sandip Rai, Ritesh Thapa and Sagar Thapa, were found guilty of violating the AFC Disciplinary and Ethics Code.

The life bans followed a year-long investigation coordinated between the AFC and its partner Sportradar, as well as the Metropolitan Crime Division of the Nepal Police and the UEFA Integrity Unit.

Deputy Inspector General Sarbendra Khanal, who was previously the Senior Superintendent of Police at the Metropolitan Crime Division, led the investigation into the cases.

The investigating officer was Deputy Superintendent of Nepal Police Sudip Raj Pathak, at the time the Inspector of Police.

AFC General Secretary Dato’ Windsor John said: “It is an honour to welcome Deputy Inspector General Sarbendra Khanal and Deputy Superintendent of Nepal Police Sudip Raj Pathak to the AFC House. They were instrumental in the investigation of the important match-fixing cases in Nepal in 2015.

“I am also extremely pleased to hear that the Government of Nepal has now criminalized match-fixing in sport, based on the 2015 case. This is a very positive step in the fight against the menace of match manipulation and I hope other countries will follow this example.”

The successful collaboration between the AFC Integrity Unit and the Nepal Metropolitan Crime Division was a milestone in the fight against match-fixing.

It reaffirmed that effective action against match-fixing requires governmental action and cooperation between sports governing bodies, especially in the field of criminal law.

The focus on criminal justice is based on the fact that competition manipulation is not only a breach of sporting rules but also an offence to public order.

Match-fixing destroys the core social, cultural and educational values of sport as well as undermines its economic role.

The AFC reaffirms its zero tolerance towards and commitment to fighting match-fixing by sanctioning anyone found guilty of it. The AFC looks forward to continued collaboration with Nepal Police. AFC

KATHMANDU, Oct 13: Prime Minister Sher Bahadur Deuba has instructed the Nepal Police to get ready for management of security arrangements for the nearing elections to the House of Representatives and State Assemblies. The elections are slated for November 26 and December 7.

In his address to a special program organized to mark the 62nd police day at the Nepal Police headquarters in Kathmandu on Friday, the prime minister applauded the Nepal Police for its role in making the recent local level elections successful. He hoped the same sort of support and cooperation from police in the upcoming polls as well.

“Despite limited resources, the Nepal Police has done its best in maintaining peace and order in the country and I, as the Prime Minister, highly acclaim this.”

He took the time to direct the police administration to be more active to keep the society safe through the closeness between the police and civic.

“The Nepal Police has contributed to the peace keeping efforts worldwide through its participation in the United Nations peace keeping mission,” he further added.

Also speaking on the occasion, Home Minister Janardan Sharma said the government was preparing to announce further relief packages for the families of those attaining martyrdom and left injured in the line of duty.

“People are there to evaluate the performance of the police,” he said, adding that police force creative, professional and accountable to the people was the current need of the country.

As shared by the Home Minister on the occasion, he had brought an 84-point road map for the reform in home administration by depoliticizing it and works were going on accordingly.

Inspector General of Police Prakash Aryal expressed his views that the police day that is celebrated in commemoration of it gaining the legal recognition would inspire the entire police force to become more responsible towards the nation and people.

On the occasion, Prime Minister Deuba feted members of the families of 25 police staff who had lost their lives in the line of duty this year.

The Prime Minister, Home Minister and Minister of Home for State Shyam Kumar Shrestha laid a wreath on the Police Memorial Pillar at the police headquarters.
Similarly, former IGP Kuber Singh Rana was bestowed the “Nepal Police Lifetime Achievement Award”.

KATHMANDU: Chief of Nepal Oil Corporation (NOC) depot at Bhalbari Nagendra Kurmi has been arrested by police for his alleged involvement in the theft of petroleum products imported by the corporation from India.

Kurmi was booked for the crime after NOC officers Rabindra Kumar Raut and Dipendra Basnyat, who are in police custody for the past five days, and drivers and helpers of the tankers, from which the petroleum products were stolen, named Kurmi during interrogation.

SP Thapa said that further investigation would reveal Kurmi’s involvement in the theft.

Police had found 19 tankers taking out diesel deceitfully during a raid conducted at two petrol pumps and two godowns at Padsari and Madauliya in Rupandehi and confiscated 17,000 litres of diesel.

Following the revelation of petroleum theft, arrest warrant was issued against 16 tanker owners.

Meanwhile, Paschimanchal Tanker Entrepreneurs Association has continued to halt the transportation of petroleum products from India demanding the release of the tanker owners who were arrested after the raid.

Kathmandu: Deputy Inspector General (DIG) Parbati Thapa has filed a writ petition at the Supreme Court roday challenging the promotion of DIG Upendra Kanta Aryal to the post of Additional Inspector General (AIG).
The government had decided to promote Aryal to the AIG last Friday after AIG Binod Singh retired a few weeks ago closing the door for Thapa to be the first female Inspector General (IGP) of the country. Following the decision of the government to promote Aryal to the post of AIG, he is almost sure to replace the incumbent IGP Kuber Sing Rana. Rana is going to retire on November 5.
AIG is the second highest post in the Nepal Police.
DIG Thapa, in her writ petition, has demanded the revocation of the government decision to promote Aryal to the post of AIG arguing that promotion was a violation of the seniority provision in the Nepal Police. Thapa, an aspirant for the AIG, was a most senior among the DIGs.
DIG Thapa, in her writ petition, also sought an interim order to make her AIG. She has made Office of Council of Ministers, Ministry of Home and Nepal Police hadquarters as the defendants in her writ petitions.

Activists affiliated to various women rights organization expressed concerns about Thapa’s promotion stating that the ‘male dominated state’ might deny rightful promotion to Thapa, while speaking at a press meet organized at the Reporters Club Nepal on Wednesday.
Concerns from these organizations come a month before the incumbent Inspector General of Police will retire. If not promoted to the post of AIGP, DIGP Thapa, who presently is the most senior in existing DIGs, will not be eligible to contend for the post of IGP.
Stating that there are no reasons to avert her from becoming the first female IGP of police, other than gender biasness, Sharada Pokhrel – President of Women Security Activist Group- warned that the state will have to face protests if Thapa is denied her right for being a female.
“We will move the court, international court and even will take to streets, if a women is denied a responsible position at the policy making level,” Pokhrel added.
Similarly, another speaker at the program, Durga Sob – President of Sankalp- warned to launch nationwide protest programs that will affect the Constituent Assembly (CA) elections.

Yashoda Timilsina, Vice President of Federation of Nepalese Journalists, argued that women’s participation at the decision making level has remained low despite the state’s commitment to secure 33 percent reservations. She stressed on the need to promote women’s participation in key decision making level and said that Thapa’s promotion will be landmark achievement for gender equality in Nepal.
