KATHMANDU, Nov 2: The nomination process for the second phase of elections to the House of Representative and State Assemblies slated for December 7 concluded peacefully in 45 districts on Thursday.

The nomination environment remained highly excited across the country.

Till 6 pm, 1,405 candidates filed their nominations, of which 522 candidates filed their nominations for parliamentary election and 883 candidates for provincial election, according to the Joint Election Operation Centre (JEOC). They will be vying for 128 parliamentary seats and 256 province assembly members respectively.

Of the total 165 parliamentary seats, nomination for 37 House of Representatives constituencies and nomination for 74 State Assembly constituencies in the 32 districts was held on October 22.

Complaints against the candidates can be filed on November 3. The EC will investigate on the complaints on the following day. Similarly, candidates can withdraw their candidacies on November 5, after which the EC will publish the final list of candidates and provide them with election symbols.

WHICH TOP LEADER VYING FROM WHERE?

The candidates including most of the senior leaders of various political parties except Nepali Congress President and Prime Minister Sher Bahadur Deuba reached their respective constituencies to register their nominations.

Leader Deuba registered his candidacy through his agent Ganesh Panta in Dadeldhura district. Khagraj Bhatta is contesting poll against Deuba in Dadeldhura from left alliance.

Similarly, NC senior leader Ram Chandra Poudel is contesting from Tanahun district where Govinda Raj Joshi has registered his candidacy as an independent candidate while Kisan Shrestha is contesting there as the common candidate of left alliance.

NC general secretary Dr Shashanka Koirala is contesting from Nawalparasi-1 and former general secretary Bimalendra Nidhi from Dhanusha-3. Rastriya Janata Party Nepal leader Rajendra Mahato is also contesting from Dhanusha-3.

Likewise, CPN (UML) chair and former Prime Minister KP Sharma Oli is contesting from Jhapa-7 while Khagendra Adhikari has registered his candidacy from NC against Oli. Similarly, UML leaders Jhalanath Khanal and Subhas Nembang are contesting from Ilam-1 and 2.

UML leader and former Prime Minister Madhav Kumar Nepal and general secretary Ishwar Pokharel are contesting from Kathmandu-2 and 5, respectively.

NC’s Deepak Kuinkel and Dr Prakash Sharan Mahat are contesting from Kathmandu-2 and 5, respectively.

CPN (UML) vice chair Bamdev Gautam is contesting from Bardiya-1 where NC candidate Sanjay Gautam has registered his candidacy. Similarly, UML vice chair Bhim Rawal is contesting from Achham-1 where Bharat Kumar Swar is contesting from NC in the same constituency.

Similarly, CPN (Maoist Centre) Chairman and former Prime Minister Pushpa Kamal Dahal is contesting from Chitwan-3 as a common candidate of the left alliance where Bikram Pandey of Rastriya Prajatantra Party (Democratic) is contesting as the common candidate from the democratic alliance.

Maoist Candidate leader Narayan Kaji Shrestha is contesting from Gorkha-2 as a common candidate of left alliance where Dr Baburam Bhattarai is contesting there as the democratic alliance candidate.

Maoist Centre leader Krishna Bahadur Mahara is contesting from Dang-2 where Raju Khanal has registered his candidacy from the NC.

MC spokesperson Pampha Bhusal is contesting from Lalitpur-3.

Likewise, Federal Socialist Forum Chair Upendra Yadav is contesting from Saptari-2 where leftist alliance candidate Umesh Kumar Yadav is in the race.

Rastriya Prajatantra Party Chair Kamal Thapa is contesting as the common candidate from democratic alliance in Makawanpur-1 where left alliance candidate Krishna Prasad Dahal is in the same field.

RJP-N presidium coordinator Mahantha Thakur is contesting from Mahottari-3 where his party’s outgoing lawmaker Chandreshwar Jha has registered his candidacy as an independent candidate.

KATHMANDU, Nov 1: The Election Commission (EC) has urged all political parties and candidates to take part in the nomination process of the second phase of the House of Representatives and State Assemblies in a peaceful and encouraging manner. The nomination of 128 constituencies of House of Representatives and 256 constituencies of State Assemblies in 45 districts is being held on Thursday.

The second phase elections are scheduled for December 7.

At a news conference organized Wednesday, Chief Election Commissioner Dr Ayodhee Prasad Yadav urged all to make the nomination process a historic.

Entire preparations for the nomination have been completed, Dr Yadav said.

“The nomination process shall begin at 10:00 am and will continue till 5:00 pm in the offices of the chief election officers and offices of returning officers, and the EC urges all political parties and candidates for their presence in the nomination registration process,” Dr Yadav added.

On the occasion, Dr Yadav said that security provisions have been well managed for all the election related activities.

KATHMANDU, Oct 22: The registration of nomination papers of candidates for the election to the members of the House of Representatives and State Assemblies to be held on November 26 is taking place on Sunday.

Spokesman for the Election Commission, Nawaraj Dhakal said that there is a program of registering the nominations of candidates on Sunday for the elections taking place in 37 constituencies for the members of the House of Representatives and in 74 constituencies for the members of the State Assemblies in the first phase.

The first phase of the election is being held in Solukhumbu, Sankhuwasabha, Bhojpur, Okhaldhunga, Taplejung, Panchthar, Khotang, Nuwakot, Rasuwa, Dhading, Sindhupalchok, Dolakha, Ramechhap, Mustang, Myagdi, Baglung, Manang, Lamjung, Gorkha, East Rukum, olpa, West Rukum, Jajarkot, Humla, Mugu, Jumla, Kalikot, Dolpa, Darchula, Bjhang, Bajura and Baitadi districts.

The filing of nomination will take place from 10 am to 5 pm. Those aspiring to become candidates have to get their nomination papers registered at the office of the Chief Returning Officer and the Returning Officer opened in the district headquarters.

As per the legal provision, a person filing nomination papers towards the first-past-the post category of the House of Representatives should produce papers with the signature of one proposer and one who has seconded the candidacy, and also the paper indicating that those proposing and seconding the candidacy have their names in the voters list for the ward member of the Rural Municipality or Municipality of the same election constituency.

A person whose name figures in the closed list under the proportional representation system cannot become a candidate in the first-past-the-post election system, and that person would not be nominated.

The candidates towards the first-past-the-post system for the election to the member of the State Assembly should include along with the nomination paper a copy of the citizenship certificate, the receipt of payment of the deposit, a testimonial that his/her name is included in the voters list in any of the rural municipality or municipality from within the province. In the case of a candidate from a political party, the person should also include the official letter from the party in the nomination papers.

Three million 228 thousand and 879 voters are using their franchise in the first phase of the House of Representatives and State Assembly elections.

The Election Commission has stated that the voters roll for the first phase elections has already been printed and sent to the districts concerned.

There are 4,465 polling booths and 2,946 voting centers in the first phase elections.

This is the first time in the political history of the country that both the elections for the House of Representatives and the State Assemblies are taking place at the same time.

The local level election is going to take place after 20 years with a new federal set up. As per the new modality, the local level is getting local government with legislative, executive and judicial rights.
