Biratngar, May 06 – The UCPN-Maoist’s national convention concluded  with the formation of a 99-member Central Committee in Biratnagar on Tuesday. But Bhattarai led faction announces to  not stay in the party’s general member.

Bhattarai has been putting his dissidet over the decision of Party chairman Dahal in earlier. Intensionally the bhattarai led faction has made such decision to express dissatisfaction over unjust slection of CC members. The disgruntled leaders have claimed the selection of the CC members was unfair.

Senior Leaders including Baburam Bhattarai, Top Bahadur Rayamajhi, Devendra Poudel, Khim Lal Devkota, Ganga Shrestha, Hisila Yami and Bamdev Chhetri have announced to quit the general members post from the party.

It has told that The UCPN-Maoist’s organizational conventional, which was claimed to show the ‘Maoist movement’ of Nepal the light of day after the party’s damp defeat’s setback in the last Constituent Assembly  elections, came and went away, without having made any remarkable difference. The CC meeting will hold in the kathmandu.

Byt at the ending time of the national conclave, Prachanda has said that to include the baburam led factions in the CC members.

Bhattarai will fly to china by tomorrow.

KATHMANDU: Some of the UCPN Maoist bigwigs have failed to make it as the representative to the central committee in the party’s district conclave.
The election organized to elect representatives for the party’s national conclave slated for May 1, concluded by defeating most of the bigwigs that are mostly party Vice Chairman Baburam Bhattarai’s favourites.
Among these names, one is that of Sameer Dahal, former Personal Secretary and nephew of party chairman Puspa Kamal Dahal. Others to join him on the list are Khim Lal Devkota, Sabnam Saathi, Ganga Belbasey, Sabina Aryal, Sarita Maharjan. Along with them, Dr. Dilliraj Khanal, who had entered the party after deflecting from CPN UML, has also been defeated in the election, held in Kapan on Sunday evening.
Similary UCPN Maoist Central Advisory Board’s Chairman N K Prasai, lawmaker J B Tuhurey, Khemraj Bhatta ‘Mayalu”, Dr. Chandra Kant Paudel, Kaladhar Devkota, Sunil Kumar Paudel, Rajbhai Jakmi, Padam Khadka, Dev Bahadur Paudel, Jay Bahadur Karki, Gopal Siwakoti, among others lost the elections.
Members who were elected include Dahal’s daughter Renu Dahal, Central Committe member Lila Mani Pokhrel, Devendra Paudel, Hisila Yami, labour union leader Salikram Jamarkattel, ANNIFSU Chairman Himal Sharma, leader Ramesh Malla, Anjana Bisankhey, Lucky Sherpa, Dilip Maharjan, Rupa Maharjan, Shiva Koirala, Sarbottam Dangol, Chandra Thapa Sagar, D B Tamang, Balabati Sharma, Shashi Shrestha Jagat Sinkhada, Ganesh Regmi, Mukti Pradhan, Raman Shrestha, Prakash GM, Govinda Batala, Mahendra Shrestha are among the 58 members elected. Along with that 57 district members were nominated through consensus.
43 of these delegates elected are said to be Prachanda loyalist, 11 to Bhattarai, and four to another party vice chairman Narayan Kaji Shrestha. Similarly, out of 57 nominated as district committee members, 42 candidates are close to Dahal. While nine candidates represent Bhattarai’s faction, five are loyal to Shrestha.

Kathmandu: UCPN (Maoist), which has been alleging the systematic vote rigging during the CA polls, is making public its report today prepared by its own probe committee.
The probe committee led by UCPN (Maoist) leader Barshaman Pun has submitted its report to the chairman Pushpa Kamal Dahal yesterday with a conclusion that there were institutional and systematic vote rigging. The probe committee’s report has also made a suggestion to form a commission to investigate into the election frauds.
The Central Committee meeting of the UCPN (Maoist) held on November 25 had formed its probe committee alleging that the party was defeated through vote rigging.
However, Election Commission has claimed that the polls were the most free and fairest election among the elections held in Nepal’s history.

Kathmandu: UCPN (Maoist) has decided to join the Constituent Assembly if the provision of consensus was retained in the Interim Constitution. The politburo meeting of the UCPN (Maoist) held today has called for consensus process during the government formation and constitution drafting.  The meeting has, however, decided to not exit from the constitution drafting process through the CA.
Arguing that there was not a condition for the party to exit the peace and constitution drafting process, UCPN (Maoist) chairman Prachanda opined that the party should join the CA if Nepali Congress and CPN (UML) agree to move ahead by forging consensus. During the meeting, he also claimed that vote rigging was the main cause behind the humiliating defeat of party, while internal problems including bigger party committee, chaotic organizational structure also played roles.
Likewise, the meeting has also formed a five-member committee to gather the evidences of vote rigging. Barshaman Pun, Ramchandra Jha, Khimlal Devkota, Janaklal Joshi and Ramnarayan Bidari are the members of the committee. The meeting has also decided to depute all the candidates and central members to their respective constituency and district.

Sunsari: UCPN Maoist Chairman Puspa Kamal Dahal has claimed that a new constitution cannot be drafted unless his party secures a majority in the upcoming Constituent Assembly (CA) through the CA election slated for November 19.

Dahal, who is more popular by the name Prachanda said that the earlier constitution could not draft the constitution as his party’s all members were not elected as the CA member.

Addressing a electoral campaign in Sunsari on Thursday, the former Maoist rebel promised to deliver the rights of the Madheshi people by being a representative in the upcoming CA .

He said that this time around he was contending the elections from Siraha so that he could deliver justice to the madheshi community.

His deputies UCPN Vice Chairman Baburam Bhattarai and Narayan Kaji Shrestha were also present.

Chitwan: District Election Office (DEO), Chitwan, has sought clarification today with Narayan Dahal, UCPN (Maoist) candidate of Chitwan No 3, for flouting the code of conducts (CoC). CPN (UML) had filed the complaints at the DEO Chitwan against Dahal, brother of UCPN  (Maoist) chairman Pushpa Kamal Dahal, accusing him for rampant violations of the CoC. Acting upon the complaints, DEO, Chitwan has distpatche a letter to candidate Dahal to furnish his clarification within three days in regards to the CoC violation.
UML has filed the complaints at the DEO Chitwan accusing Dahal of violating CoC after their cadres entered into the DEO office wearing the jacket emblazoning the election symbol of the Maoist. DEO Chitwan has said that it was investigating into the violation of the CoC.
Earlier, DEO Chitwan had also sought clarification with UCPN (Maoist) candidate from Chitwan No5, Amik Sherchan, for breaching the CoC. Sherchan, in his clarification, told that the programme to inaugurate the building was planned before the election CoC was enforced.
Similarly, DEO Chitwan has informed that it was investigating into the complaints of UML candidate from Chitwan No, Dan Bahadur Tamang, of CoC violation.

Kathmandu:
The vehicle of the UCPN (Maoist) candidate Pralhad Lamichhane has been set into fire by an unknown group last night. Lamichhane is a candidate of the UCPN (Maoist) from Makwanpur Constituency No 3.
According to District Police Office Makwanpur, a Tata jeep (Ba 8 Cha 5956) belonging to Lamichhane for the use of poll campaigning was set ablaze in Hetauda-5, Piple while it was parked there. UCPN (Maoist) has informed that the vehicle has been completely destroyed though locals had rushed immediately to the site to douse off the fire as soon as they knew about it.
UCPN (Maoist) has pinpointed the finger towards the CPN-Maoist behind setting the fire into the vehicle. Lamichhane has demanded the investigation into the case and action against the culprits. SP at District Police Office Makwanpur, Ganesh Bahadir Air said that they have launched a manhunt for nabbing the arsonist.

The Supreme Court had slapped life sentence to Dhungel on charges of murdering Ujjan Shrestha of Okhaldhunga. However the Baburam Bhattarai government had given him blanket amnesty- a move widely criticized at the time.

Along with the party has also nomiated Larkel Lama as its candidate under the proportional electoral system. Lama who had recently joined the party after deflecting from CPN UML has been accused of posessing passports of multiple nations. He was forced to resign as state minister for finance under the Jhalnath Khanal government after the news broke out.

RAUTAHAT: UCPN Maoist Chairman Puspa Kamal Dahal aka Prachanda has claimed that the agitating 33 party alliance led by the CPN Maoist cannot defer Constituent Assembly elections slated for November 19.

“The High Level Political Committee (HLPC) and the government are in favour of reaching an agreement with the dissenters,” he said.

“Even if the Mohan Baidhya-led alliance refuses polls, the slated polls will not be deferred, Dahal said.

“If they opt to boycott polls, they will be boycotted by the people.”

Speaking with journalists here, Prachanda said that the CA elections will be held on the slated time and added that efforts to bring all agitating parties into the mainstream will continue parallel.

He said that that the international communities are in favour of polls, Dahal claimed that the polls will not be differed ‘merely by protest.’

“People are in favour of polls, and the election fever has gripped the nation already,” Dahal said, adding that those resorting against the people’s aspiration will be ‘finished’.

The meeting held at the party chairman Puspa Kamal Dahal’s residence in Lazimpat on Wednesday morning took the decision.

Along with that the meeting also reviewed party’s preparations for the CA elections and talks with the dissending 33 party alliance.
