Kathmandu: Raj Kumar Deuja, who was injured in the petrol bomb attack, has succumbed today while undergoing treatment.
Truck driver Deuja had sustained injury when a group of unidentified persons hurled a petrol bomb at a moving truck (Na 3 Kha 5697) last Thursday in Dudhaura River at Pathlaiya- Nijgadh road stretch.
He breathed his last at Kathmandu-based Teaching Hospital. He was brought to Teaching Hospital today morning from Narayani Sub-regional hospital.
Meanwhile, the government has announced to provide compensation to the deceased family.

Kathmandu: While the poll opposing CPN-Maoist led 33-party bloc is hell-bent on making the 10-day long nationwide banda success by hook or crook, the government is also devising a strategy to foil the banda in the light of recent violent incidents including arson, bomb plantation and other anti-poll activities.
The government has felt a need to devise new strategy after the rise of incidences of violence and the failure to arrest the riots even by deploying substantive number of security personnel from Nepal Army, Armed Police Force, Temporary Police, Nepal Police and National Investigation Department.
According high level security source, the security agencies are mulling over the arrest or house arrest of top leaders of the CPN-Maoist including 33-party alliance. CPN-Maoist general secretary Ram Bahadur Thapa ‘Badal’, secretary Net Bikram Chand and other former leaders of combatants are already underground fearing the possible arrest.
The government has planned to either arrest, house arrest or put under surveillance to other senior most leaders of the CPN-Maoist along with its chairman Mohan Baidya ‘Kiran’, Vice-chairman CP Gajurel, secretary Dev Gurung and spokesperson Pampha Bhusal  after the security agencies felt that they might also go underground to inflict violent activities on the polling day.
It is learnt that the Home Ministry has already directed the high level security officials to remain prepared on this regard. However, there is no any concrete direction on when this strategy be going to be to be enforced, said the security source.  Following the directive of the Home Ministry, the security agencies have already started keeping a tab on the movement and activities of the CPN-Maoist and 33-party alliance leaders. The security agencies are told to put the agitating leaders under the surveillance in a way that they are under arrest.
The government has analysed that the rise in the violent incidents by the CPN-Maoist could create terror among the people. Since it would be difficult for the government to prove its rationale if the election is not held on November 19, the government has ordered the security administration to do whatever security arrangement required to ensure fear-free environment during the polls.

Nuwakot: A group of unidentified persons have hurled a petrol bomb targeting the vehicle of Nepali Congress (NC) Central Working Committee member Arjun Narsingh KC today at Paitis Kilo in Nuwakot.  KC, also a candidate of NC for Nuwakot Constituency No 1, was on the way to Bidur to address the joint election gathering of Constiuency No1, 2 and 3 of NC while motorcycle-borne persons threw the bomb at his vehicle. Though the vehicle of the KC managed to escape the bomb, glass of another vehicle (BA 5 6253) close to his one was damaged by the bomb. Police has said that it has intensified the manhunt to nab the assaulters.

According to the Police, the banda enforcers have thrown the bomb targeting the microbus by hiding in the inner alleyway.  Four-year-old Abhishek Lama was injured when he was hit by a petrol-filled bottle thrown by the banda organisers targeting the Lagankhel-Ratnapark route microbus ( Ba 1 Ja 6288). Windowpanes of the microbus are cracked and some others have also sustained injuries in the incident. Police has said that it has intensified the manhunt to nab the assaulters.

A bus (Na. 3 Kha. 3711) belonging to the Araniko Yatayat was set on fire by spraying petrol while it was parked at Thimi Municipality-11 at 3.30 am. The bus was completely destroyed by fire.
Chief District Officer Himnath Dawadi provided Rs. 25,000 to Yatayat committee Chairman Jeet Bahadur Bharati as an immediate compensation for the loss. According to CDO Dawadi, the Home Ministry has been urged for allocating additional compensation to the loss.

Taplejung: A bomb has exploded at the election gathering of the CPN (UML) in Khokling of Taplejung today.
Five persons have been injured when one among two grenade bombs went off, hurled by a group of unidentified persons, according to the police.
Those injured are Renuka Adhikari, Tulasa Karki, Man Bahadur BK,Yagya BK a 8-year child Padam Magar.  The treatment of the injured is underway at the district hospital.
Police has said that it has intensified the manhunt to nab the attackers.
The UML has organised the election campaigns at the school violatings the election Code of Conduct. According to the election Code of Conduct, political parties and their candidates are not allowed to hold any programmes at the school.
A bomb disposal squad of Nepal Army has defused another grenade bomb. The programme has resumed after the police has cordoned off the venue.

Kathmandu: CPN-Maoist vice-chairman CP Gajurel has said that the nationwide 10-day long bandha called by the CPN-Maoist-led 33-party alliance from November 11 could be shortened depending on the circumstances.
Speaking at a face-to-face interaction programme organised by Reporters Club Nepal, Gajurel claimed that the ‘success’ of the bandha on November 11 will force the government to postpone the election. “This success may not require us to continue with the bandha programme,” Gajurel said. He also said if the government does not postpone the polls even after the bandha of November 11, they will come up with extra protest programmes through a meeting of the 33-party alliance on the same day.
He vowed to not allow the voters to come to the polling booths at any cost. “The government remarks to bring the voters at the booth at the behest of gun is an act of making the people prisoner than making them sovereign,” Gajurel argued.According to Gajurel, bandha will be continued on the day of election to stop the voters from reaching polling booths if the government decides to move ahead with its election plan.
“Bandha would not be completely withdrawn. We will chart out a new strategy assessing the bandha of the first day and the political circumstances. Bandha will get continuity if the government attitude remains as it is and the polls are not postpones,” he said. Bandha on 11 November will be historic one, where even a bicycle will also not be allowed plying in the street.
Stating that the peoples have accepted the bandha of 19 days during the peoples’ movement, he claimed that public will not oppose their 10-day long bandha programmes. He, however, said that bandha will not be imposed if peoples make such request.

Reiterating that they will not raise arms and make the bandha violent, Gajurel accused the state of pushing them towards the violence.  “Political parties want us to be underground, but we will not,” he said.
Informing that they have hold talks with the high level army officials, Gajurel said that the high level officials have told that they are not deployed to suppress them. He claimed that the army mobilisation for the security for the polls could create terror among the people which will ultimately serve their purpose of boycott programmes.
Gajurel warned that the CA, formed from this election despite their protests, cannot draft the constitution. “Even the constitution is drafted, we will burn it,” he threatened.
During the programme, Gajurel came down heavily against the international communities’ statement against his party’s bandha programme. Gajurel claimed the statement of the UN including international community has validated their accusation that the foreigners want constitution more than the people. Gajurel said that the statement has ‘exposed the foreign interference’ in Nepal’s internal affairs. “Either to postpone the elections or the way elections are held here, it is our internal matters. Foreigners do not need to be instructive,” he said, and added, “The statement that bandha is against law was itself against UN’s norms.”

Bhaktapur: CPN-Maoist spokesperson Pampha Bhusal has said that her party would not obstructs the voters during the CA polls. Speaking at an interaction programme organised by Rafat Sanchar Club in Bhaktapur today, Bhusal said CPN-Maoist would let the voters cast their votes without any hindrances.
“Our struggle is not with police, administration and voters. So, CPN-Maoist will obstruct voters to cast their votes,” Bhusal said.
She, however, claimed that the CA polls without the participation of the CPN-Maoist cannot deliver a constitution.
“Four major political parties have moved ahead for the polls without bringing the CPN-Maoist on board the election upon the directive of foreign force. This election does not have any meaning,” she argued. She warned that the dangers of civil war was increasing from these polls rather than giving a way-out to the country.
She informed that 33-part alliance would intensify the protest programmes after November 19, a date of scheduled CA polls.
Claiming that the polls being held upon the directives of ‘RAW’ could disintegrate country, she said: “CPN-Maoist has boycotted the polls for nationality and sovereignty because corrupts and criminals have filed their candidacy for the polls.”

Kathmandu: Minister for Information and Communication, Madhav Prashad Paudel, has warned action against those breaking the laws while boycotting the CA polls.
Speaking at a face-to-face interaction programme organised by Reporters Club as part of its ‘free election, campaign for democratic constitution’, Minister Poudel, however, said that the peaceful boycott of the polls was a right of boycotter.
The government will not do anything until the boycott programmes remain peaceful but will take action if they (boycotters) start breaking laws, he said. Minister Poudel party urged the Mohan Baidya-led Maoists to withdraw its bandha programmes that it has called in a bid to foil the polls. He expressed the government belief that the CPN-Maoist will not conduct its poll boycott programmes in a way that disrupt the polls. CPN-Maoist leaders have told the government during the informal talks that the poll boycott will be peaceful, Poudel added.
Minister Poudel also ruled out the possibility polls postponeponement. “Since the poll process has already moved ahead completing a long process, it is not going to defer at any cost,” Poudel said.
Referring to some cases of violence in the run up to the polls, Poudel argued that the questions raised on the overall security situation were not realistic. The government is committed to ensure security situation where the voters can come to polling booths and return to home without any sense of fears, he said.
He also defended the government’s move to deploy the Nepal Army during the polls. “Nepal Army had have some roles in all the elections except of 2008 polls. The NA will return to its barrack after fulfilling responsibility given to it during the polls, “he said. He also refuted the rumors about the NA’s report to the government that it cannot provide the security for the polls.

Kathmandu: CPN-Maoist chairman Mohan Baidya has warned that they will not remain mute spectators if the Nepal Army (NA) is mobilised to suppress their poll boycott programmes. Talking today with Rishi Dhamala for The RD Show, a talk show of Himalayan Television, Baidya said, “we will retaliate if our poll boycott programmes are suppressed using the Nepal Army.”
Unlike speculated by others, Baidya clarified that they will not raise arms. He said that they will actively boycott the polls mobilising the people, adding that they do not have any immediate plans to go underground. Commenting on the rising cases of violence in the run-up to the CA polls, Baidya dismissed the accusation that his party was behind those incidents. He said that his party does not believe on the violent activities like abduction of the candidates, arson and bombings.
Reiterating the demand of poll postponement, he claimed that country could not move ahead without consensus. During the interview, Baidya also expressed commitment to go for the polls if new date of polls is announced through consensus by postponing the scheduled polls for November 19. He said his party will not withdraw the 10-day nationwide bandha called by poll-opposing 33-party alliance unless their demand is met. “Bandha will be withdrawn if the polls are cancelled. Otherwise we will continue with our bandha programmes as announced,” he said.
Arguing that he had struggled for more than 50 years for the CA, he claimed that he was not against the constitution through the CA. “CA through this election cannot deliver the people’s constitution so there is not point of taking part in this process,” Baidya said.
Baidya revealed that they are holding informal talks with the government and other political parties. “Though informal talks are underway, we are not going to take part in this election at any cost,” he said.
Commenting on the UCPN (Maoist) proposal to offer them 26 seats of the CA through the cabinet appointment, Baidya said they will not be a part of the upcoming CA despite as many as seats they are provided.
