Government is ready to implement the pact: NC leader Upadhyay



Kathmandu, June 04.Ruling Party Nepali Congress Central leader Deep Kumar Upadhyay has said that the government led by his party is ready to implement the four-point agreement as demanded by opposition party UCPN-Maoist.
Speaking at an interaction program organized by the Reporters’ Club Nepal on Wednesday,Nepali Congress leader Deep Kumar Upadhyay said that his party does not have any objection in forming a High Level Political Committee. He said that there are no more objections in his party to give the HLPC leadership to UCPN-Maoist’s Chairman Pushpa Kamal Dahal ‘Prachanda’.
Upadhyay added that his party is committed to issuing the new constitution by the slated date on January 22 next year. For that, the party should not object to forming the HLPC and letting Dahal lead it, Upadhyay. He however stressed that the proposed HLPC should not encroach jurisdiction of the Constituent Assembly. Upadhyay has opined that his party is ready to hold the round table of discussing with Baidhya led alliances for promulgating the new constitution. He believes that the PM Koirala’s China visit is positive but he is not expecting that PM would have an agreement on the Lumbini’s development.
Speaking at the interaction program presided by the Reporters’ Club Nepal’s president Rishi Dhamala, Upadhyay has expressed his view that his party wouldn’t ignore the role of UCPN-Moaist’s chairman Prachanda .He believes that Prachanda led HLPC would ends the transitional politics.
At the same occasion, UCPN-Maoist spokesperson Dinanath Sharma said that his party would lift the on-going obstruction if the government implements the pact. Claiming that blocking House procedures was a democratic practice, the Maoist leader said his party is just fulfilling its duties as an opposition party. He said, “We are not destroying the environment for constitution writing process, our party has only played our duty.” Alleging that Finance Minister Mahat has been deployed the budget in non-budgetary task, Sharma has also demanded the clear reply from the Finance Minister.
He also demanded formation of Truth and Reconciliation Commission and Commission of Inquiry on Disappeared and a parliamentary committee to probe ‘irregularities’ in the CA election held on November 19, as per the four-point agreement. He said “Dahal is the only leader who can mediate among various forces to end the political transition. Sharma further stressed to form a mechanism under the leadership of Prachanda, which would be more effective to find consensus on contents of the constitution.”
Sharma has expressed his dissatisfaction over Prime Minister Koirala’s ignorance as there has been rapidly raised the public criticism towards the duo-minister, Minister for Home Affairs Bamdev Gautam & Minister for Finance Dr. Ram Sharan Mahat. However sharma demanded the response of the PM on these issues. He wishes his best of luck for the fruitful visit of the PM to the China.
Chairman of the Rastriya Janamorcha Chitra Bahadur KC has clarified that house obstruction was not their wish, but a compulsion. KC has opined that if the Finance Minister Dr. Ram Sharan Mahat has distributed the budget as per the recommendation of National Planning Commission, they couldn’t obstruction the house. He blamed that Finance Minister Mahat has distributing budget on non-budgetary tasks.
KC has also demanded that the government should immediately fulfill the complete shape of the CA members by appointing 26 lawmakers. KC has expressed his view that the demanding of UCPN-Maoists’ for forming the parliamentary committee to probe ‘irregularities’ in the CA election held on November 19, as per the four-point agreement in now is the rumors. However KC said that if the political parties have reached to form the High Level Political Committee then there is no objections to his party.
