Law Minister directs government bodies to prepare draft laws
KATHMANDU, March 19: Minister for Law, Justice and Parliamentary Affairs, Sher Bahadur Tamang, has directed all government ministries and bodies to prepare the draft laws and submit them to his ministry within 15 days.
Addressing a press conference organized at the Ministry of Law, Justice and Parliamentary Affairs today, he urged all the ministries and government agencies that have not yet submitted their draft laws to the Law Ministry to do so within the stipulated time so as to facilitate in the constitution implementation.
“All the ministries have to send the draft laws to the Ministry of Law following the promulgation of the constitution. But some ministries have not sent their draft laws and this has delayed in formulating the required laws,” he said.
The Minister said that his Ministry would formulate the laws within 10 days of receiving the draft laws. The Ministry has yet to make 41 thematic laws.
Minister Tamang announced that 31 Acts related to the fundamental rights enshrined in the constitution would be drafted before coming October.
He also said that the Ministry was preparing the laws to facilitate the federal, province and local levels.
On the occasion, the Minister for Law, Justice and Parliamentary Affairs underscored on the supremacy of the constitution, the rule of law and full adoption of the principle of separation of powers among the organs of the state.
He also expressed the commitment to make the judiciary dignified, saying provisions would be made under which the judges would be required to disclose the details of their assets.
Refuting the media reports that the government was planning to administer oath to a convicted lawmaker who is in jail in the prison itself, the Law Minister said no decision has been made to administer the oath of office and secrecy to Resham Chaudhari, the lawmaker elected from Kailali-1.
Ministry secretary Kamalshali Ghimire said the Ministry has so far made 138 thematic laws since the promulgation of the present constitution. He said 41 such laws still remain to be made. RSS
