Chairman Dahal warns of crises if constitution, peace process not implemented

KATHMANDU, Feb 8: Nepal Communist Party (NCP) Chairman Pushpa Kamal Dahal ‘Prachanda’ has warned that the country would face bigger crisis if the peace process and constitution were not implemented well.

Releasing a book ‘Judicial Committee: Work Procedure’ penned by senior advocate Mukti Narayan Pradhan in the capital city Friday, Chairman Dahal pointed out the need for all to honestly implement the peace process and constitution.

“Let’s not take peace process and constitution in a light manner. If taken lightly, it would be costly to the country,” he warned, adding that as the conflict is colossal, the country would not be able to bear it.

Dahal viewed that it was doubted that we moved as per the spirit of the peace process. He expressed further doubt, “Are we really taking the central power to local levels and delivering service at people’s door step? Have we implemented the constitution as per the spirit of the local and provincial levels in the federal set up?”

“The rights needed at local levels must be devolved from the Singh Durbar,” he underscored.

The former prime minister wondered why the question was raised that the backward class and communities were still deprived of rights given by the constitution.

“I’ve heard that people are arrested over the cases against peace process. Why is it so?”

He admitted that although traditional culture, structures and work style had to be shunned, it was not put into practice. Madhes and hills both would face huge crisis at such situation, he said, adding that everyone needs to work as per the spirit of epoch-making change.

“It is unfortunate to think that the Maoists are being gradually sabotaged. Other Maoists will emerge, and there will be a big battle. So we must come together to fully enforce the new constitution and peace agreements,” he reiterated.

Likewise, former Home Minister and NCP’s standing committee member Janardan Sharma stressed development in the fields of education, health and production for the development of local level as a whole. He also viewed that the federal should equip provincial and local levels with authority in line with the constitution, arguing that the constitution should be enforced fully to prosper the country.

Commenting on the book, senior advocate Chandeshwor Shrestha and President of Nepal Bar Association, Supreme Court Khagendra Prasad Adhikari said the book will be a helping hand for judicial committees at all districts. RSS
