Major three parties sign 5-point deal ending House obstruction



Kathmandu, October 10.  Major three political parties – Nepali Congress (NC), CPN-UML and UCPN-Maoist – have signed a five-point agreement on Wednesday.

After the agreement, the UCPN-Maoist and other opposition parties have agreed to lift the House obstructions. The parties have agreed to form a High Level Political Committee (HLPC) as committed in the four-point agreement signed on December 24 last year.

Demanding the formation of HLPC, among others, UCPN-Maoist and other opposition parties were obstructing meetings of the Parliament for last few months.  A meeting of the senior leaders of the ruling parties—Nepali Congress, CPN-UML—and main opposition UCPN (Maoist) in the Capital today inked a five-point deal, agreeing to address the pleas of the opposition parties.

The parties have also agreed to form HLPC, a cross-party mechanism, as demanded by the UCPN (M). Though UCPN (M) had been pressing for permanent leadership of the committee, the meeting today has decided on rotational leadership of the committee.

According to the agreement reached today, UCPN (M) Chairman Pushpa Kamal Dahal will head the committee for the initial two months.
